Early research reveals pandemic effects on education

A recent Economic Commentary from the Federal Reserve Bank of Cleveland reviews the early research surrounding the effects of the pandemic on education and examines three specific areas of concern: the spread of the virus through in-person school settings; the impact of K-12 school closures on labor force participation; and, the effects of virtual schooling on student outcomes.

Value of certificates showing mixed results

Completing a subbaccalaureate program can translate into higher pay and greater employment outcomes compared to those who have no education beyond a high school diploma, but the median salary of those who completed a certificate versus those who did not was the same ($20,000) among students who were no longer enrolled after three years. The results are detailed in a recent brief from the National Center for Education Statistics at the U.S. Department of Education. First-Time Subbaccalaureate Students: An Overview of Their Institutions, Programs, Completion, and Labor Market Outcomes After 3 Years looks at enrollment patterns, 3-year completion rates, and early labor market experiences of students who began in certificate or associate’s degree programs in 2011-12. As such programs are receiving increased interest as a way to train workers displaced by the pandemic, the findings of the brief have greater meaning.

Cities failing non-college workers

Non-college workers who long found refuge and economic mobility in thriving cities have seen those opportunities diminish and in turn have moved out of the areas. Although cities remain vibrant for workers with advanced degrees, “the urban skills and earnings escalator for non-college workers has lost its ability to lift workers up the income ladder,” finds David Autor in his recent research brief. The Faltering Escalator of Urban Opportunity highlights this troubling trend plaguing cities since 1980 and posits some policy prescriptions to try to combat the negative trends. Additionally, Autor cautions that the present COVID-19 crisis could exacerbate the challenges afflicting non-college workers in U.S. cities.

Manufacturing, innovation focus of many state career and technical education plans

The final wave of state career and technical education (CTE) plans have been approved under the new Perkins V Act, with innovation and workforce taking a front seat in the plans. Perkins V encourages states and territories to expand opportunities for every student to access educational opportunities that will put them on the path to success. Each state and territory crafted a plan to fulfill its promise of offering a robust CTE option for students following consultation with its key constituents representing education and workforce, business and industry, and parents and community partners.

Pre-apprenticeship programs boost career readiness, increase skills

In early April the Department of Labor announced a $42.5 million grant opportunity for the Youth Apprenticeship Readiness Grant Program. The program is to support the development of new or expanding registered apprenticeship programs (RAPs) for youth, including quality pre-apprenticeship programs that lead to a RAP. The grant program supports the president’s executive order and the Department of Labor, Employment and Training Administration’s goals to promote pre-apprenticeships, to develop a strong youth apprenticeship pipeline, and to expand access to youth apprenticeships. Such programs provide both a pipeline of educated workers for industries, as well as greater opportunities for youth exploring career options.

The growing college wealth divide — a quick look

While the income benefits of a college education receive frequent attention, a recent article from the Federal Reserve Bank of St. Louis highlights the importance of a college degree for wealth accumulation. The average wealth for a college-educated household has tripled since the 1970s, while wealth for households without degrees have remained stagnant. These divergent trends in economic well-being are further evidence of the growing inequality among Americans, and the rising importance of education to staying ahead of this divide.

Future of work and shared prosperity hinge on policies, efforts

If Americans are going to build better careers and share prosperity as technological changes occur, the U.S. will have to implement more comprehensive policies, according to an MIT task force’s preliminary report titled The Work of the Future: Shaping Technology and Institutions. The task force, convened in spring 2018, was motivated by the paradox that despite a decade of low unemployment and rising prosperity in the U.S., there is a pessimism surrounding technology and work, which it says is “a reflection of a decades-long disconnect between rising productivity and stagnant incomes for the majority of workers.”

$350M initiative to help prepare for future of work

JPMorgan Chase has announced a new $350 million, five-year global initiative intended to meet the growing demand for skilled workers. The New Skills at Work investment will support community college and other non-traditional career pathway programs. It focuses on creating economic mobility and career pathways for underserved populations, as well as helping to forecast emerging skillsets for JPMorgan Chase employees.

Useful stats: Educational attainment across the states, 2000-2017

From 2000 to 2017, the share of the U.S. population with a bachelor’s degree (or higher) increased from 24 percent to 31 percent. Meanwhile, the share of the population with a high school education (or less) decreased from 48 percent to 40 percent. All states experienced these directional changes in educational attainment. State performance relative to other states was relatively static, particularly for those performing best and worst in 2000, with few changes in the rankings of states by share of the population with a bachelor’s degree.
