Federal Agencies Roll Out Funds for Domestic, International Broadband Efforts

Earlier this week during a keynote address at the United Nations, a U.S. Department of State official unveiled an initiative to bring 1.5 billion people around the world online by 2020. Global Connect, the new initiative, will be a cross-agency effort to make Internet access a top priority in foreign policy. The State Department announcement explicitly states that Internet access is being made a priority because of its role in entrepreneurship, innovation, knowledge flows and market creation. On the domestic front, the White House recently packaged a number of new and existing investments as part of the Smart Cities initiative to build on the country’s broadband infrastructure to leverage the power of big data and become a leader in the emerging “Internet of Things” market.

IRS Opens Door to More Impact Investing

Last week, the Treasury Department released guidance recognizing foundations may make investments with a wider range of return and risk expectations so long as they are not jeopardizing or compromising their charitable missions.  Proponents for the change expect the guidance to open the doors to more mission-related investments (MRIs), impact investing and innovative finance approaches to dealing with the growing array of societal and environmental issues confronting the globe. This should also create opportunities for new partnerships with forward-thinking venture development organizations and tech-based economic development initiatives. 

EDA Streamlines Grant Application Process

Applicants for the Economic Development Administration’s (EDA) FY 2016 Public Works and Economic Adjustment Assistance Programs Federal Funding Opportunity (FFO) will notice some changes to the application process when the FFO is released in the coming weeks. The standard ED-900 form has been replaced with a selection of shorter forms that can be mixed and matched to fit the needs of different solicitations. Also, a short proposal form can be submitted to ascertain whether a project is responsive to the FFO, instead of having to complete a full application. White House Announces $175M for American Apprenticeship Grants

In a fact sheet released ahead of President Obama’s visit to Macomb Community College in Warren, MI, this week the Obama administration announced new steps to expand apprenticeships and continue other efforts around workforce development and free community college. Notable initiatives announced include: $175 million grants to provide apprenticeship opportunities to 34,000 individuals; the launch of Heads Up America, an independent campaign to raise awareness about the importance of community colleges; and, the creation of the College Promise Advisory Board to further the administration’s efforts to make two years of community college free to responsible students.

President’s S&T Council Recommends Restructuring Federal IT R&D Spending

A new report from the President’s Council of Advisors on Science and Technology (PCAST) proposes new categories for IT research investment in the coming years. Federally-funded IT research is currently grouped in eight categories introduced in 1995 for the purposes of budgeting and tracking. PCAST is recommending an overhaul of these categories to reflect the contemporary IT landscape. Other recommendations focus on continued investment in cybersecurity, Big Data, health IT and other hot topics. However, PCAST also advocates stronger federal support for education and workforce training with on-ramps for underserved communities.

MEP Announces Regional Forums Ahead of Competition for 12 MEP Centers

The National Institute of Standards and Technology's (NIST) Hollings Manufacturing Extension Partnership (MEP) is conducting three regional forums on the proposed recompetition of MEP Centers in 11 states and Puerto Rico. The regional forums are intended to provide interested entities more information about the MEP program, the federal funding opportunity and answers to any questions regarding the funding announcement prior to its targeted release of January 2016. MEP centers up for recompetition under the 2016 announcement include Alabama, Arkansas, California, Georgia, Louisiana, Massachusetts, Missouri, Montana, Ohio, Pennsylvania, Puerto Rico and Vermont.

U.S. Commerce Department Names Next 12 Manufacturing Communities

On Wednesday, the U.S. Department of Commerce announced the designation of 12 new communities as part of the Investing in Manufacturing Communities Partnership (IMCP) initiative. This second round of manufacturing communities was selected by an interagency panel to receive targeted support from 11 different federal agencies and programs. The IMCP initiative is intended to accelerate U.S. manufacturing by investing in partnerships and long-term economic development strategies in key regions. More than $1 billion in federal assistance will be available to the 12 designated communities.

EDA Leads $35M Multi-Agency Initiative to Strengthen, Diversify Coal-Reliant Communities

Through the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative, an effort among multiple federal agencies led by the Department of Commerce’s Economic Development Administration (EDA), up to $35.5 million in funding is now available to provide investments in communities and workers negatively impacted by changes in the coal industry and power sector. As the ways in which electricity is generated and used continue to change, workers in coal-reliant communities are heavily impacted by market, technological, and regulatory forces such as booming natural gas production, declining costs for renewable energy, increases in energy efficiency, flattening electricity demand, and updated clean air standards. The initiative seeks to attract projects from partnerships of regionally driven economic development and workforce development organizations with the intent of enabling grantees to build economic resilience, industry diversification, and promote new job creation opportunities. 

NIST Announces Recompetition of 22 State MEP Centers in 2016

The National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership (MEP) released a notice of intent to issue two future Federal Funding Opportunities (FFOs) in 2016 for the recompetition of state MEP centers in 22 states. Each state MEP center provides manufacturing extension services to primarily small- and medium-sized manufacturers in their respective state. The first FFO will be released in January to support the recompetition of state MEP centers in Alabama, Arkansas, California, Georgia, Louisiana, Massachusetts, Missouri, Montana, Pennsylvania, Puerto Rico, and Vermont. The second FFO will be released in July 2016 for the recompetition of state MEP centers in an additional 11 states including Delaware, Hawaii, Iowa, Kansas, Maine, Mississippi, New Mexico, Nevada, North Dakota, South Carolina, and Wyoming.  Prior to or in conjunction with each FFO, NIST intends to host regional forums to help organizations through the application process.
