The U.S. ranks second on a global manufacturing competitiveness index, according to the 2016 Global Manufacturing Competitiveness Index by research firm Deloitte Global and the Council on Competitiveness. The U.S. ranking has improved in each of the past studies and is poised to take over that top spot from China by 2020, the study maintains.  However, executives from across the world in responding to the study, noted that talent is the leading factor in determining manufacturing competitiveness, and finding and cultivating that talent is a topic that has received increasing attention from the manufacturing sector. While such rankings provide an interesting focal point, their real value lies in the discussion and attention focused on the subject matter. SSTI recently interviewed several leading thinkers on the subject, finding common calls for changing the approach to the talent pipeline in manufacturing, as well as a cautionary note on rankings.

Over the last several months, the Economic Development Administration (EDA) has announced millions of dollars in grants to support tech-based economic development efforts in communities across the country (see recent Digest articles from August 18 and September 8). The most recent announcements of grant funding will provide targeted funding to expand and build facilities that support entrepreneurial/business development in Oklahoma, Pennsylvania, and Wyoming as well as workforce efforts in South Carolina. Each of the grants also addresses a specific regional need or key industries including growth in advanced manufacturing sectors, attraction of foreign direct investment, and support for key regional tech-focused industries such as agriculture and healthcare.

Occurring on the first Friday of October, Manufacturing (MFG) Day is October 7 this year. MFG Day is an annual event that showcases the strength of American manufacturing, as well as those who produce its goods and services, and which continues to advance the new technologies that grow the U.S. economy, create jobs, and keeps the nation competitive globally.  It empowers manufacturers across the nation to come together to address their collective challenges, highlight their successes, and illustrate how they can help their communities thrive. Last year more than 2,600 events were held with some 400,000 visitors participating.

The Communities That Work Partnership, a national project to support industry-led workforce development efforts, has released seven case studies highlighting what it considers to be best practices for regions seeking ways to strengthen talent pipelines for local employers and improve access to quality employment for jobseekers. Launched in April 2015 by the Aspen Institute Workforce Strategies Initiative and the Economic Development Administration, with additional support from the Charles Stewart Mott Foundation, the partnership has two goals: to accelerate regional economic development through peer learning, and to document stories of how regional teams can improve links between the demand side and supply side of regional systems.

Since the beginning of July, the Economic Development Administration (EDA) has announced almost $7.3 million in grants to support advanced manufacturing and support workforce development efforts in communities impacted by the decline coal industry. In Florida and Washington, the EDA announced funding to support the facilities that can house local manufacturing firms and provide the space and equipment necessary for them to create jobs. In New York, Pennsylvania, and West Virginia, the EDA accessed funding made available through EDA's Investing in Manufacturing Communities Partnership (IMCP) and Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) initiative to support workforce development efforts that address job losses due to the decline of coal industries in those states.

Over the last few weeks, Indiana and Michigan have announced the launch of manufacturing-focused innovation centers to help transform manufacturing sectors that are long-standing drivers of economic prosperity in their respective state into 21st century global hubs for manufacturing innovation. In partnership with key local industry partners, these centers are intended to help spur job creation while reimaging the role of manufacturing in their state through innovation. Purdue University in Indiana and its public/private-sector partners want to capitalize on the strength of the state’s composites manufacturing sector by launching a new manufacturing innovation institute focused on the advanced manufacturing of composite materials. In Michigan, automakers have partnered with the state and other groups to support the future of transportation through two automotive-focused innovation centers.

On August 10, Massachusetts Gov. Charlie Baker signed an extensive economic development bill (HB 4569) into law. The new economic development law, An Act Relative to Job Creation and Workforce Development, will provide up to $1 billion with the intent of “building a skilled workforce, connecting residents to economic opportunities, strengthening community and housing development efforts, and investing in the emerging technologies that will drive Massachusetts’ economic prosperity in the future.” Among the items included in the bill are $71 million for the Massachusetts Manufacturing Innovation Initiative, $15 million for the Scientific and Technology Research Development Matching Grant Fund, $15 million for the Community Innovation Infrastructure Fund, and an angel investor tax credit.

The White House Office of Science and Technology Policy (OSTP) and the National Economic Council (NEC) published a call to action concerning the upcoming National Manufacturing Day (October 7, 2016) – an annual celebration of the strength of American manufacturing and an opportunity to educate and motivate the next generation of manufacturers. To celebrate this year’s theme – “the vitality and reality of American manufacturing to youth and workers across the country” – the administration is launching an effort to inspire the next generation of manufacturers and support entrepreneurs manufacturing their first product in the United States. The effort invites U.S. companies, universities, mayors and local communities, foundations, philanthropists, and individual makers and entrepreneurs to submit ideas, make commitments, and/or identify actions items.

The Department of Defense’s Army Contracting Command released a new federal funding opportunity (FFO) to establish and sustain a Robots in Manufacturing Environments Manufacturing Innovation Institute (RIME-MII) to increase U.S. competitiveness in robotics applied primarily in manufacturing environments. The intent of the new $80 million RIME-MII is to:

Kentucky and New Hampshire recently have announced job training initiatives to address the needs of key industries at both the local and state levels. The Kentucky Work Ready Skills Initiative, a $100 million statewide bond program, is intended to meet “the needs of employers and promote sustainable incomes for Kentuckians.” Meanwhile, the launch of New Hampshire’s Manufacturing Sector Partnership, a statewide collaboration for industries to address their workforce needs, was announced. The effort will build a network that includes manufacturing professionals, educators and state economic development officials to develop a cross-collaborative career pathway for future workers.
