Changes to national broadband map means more money to some states, less to others

On May 30, 2023, FCC released a broadband map that had been updated to reflect states' challenges to the availability data for more than 4 million locations throughout the U.S. Seventy-five percent of those challenges had been resolved in the new map. The new map reflected a net increase of more than one million new serviceable locations that had not appeared on the previous map.

A $7.17 billion Emergency Connectivity Fund (ECF) was established by the 2021 American Rescue Plan Act to help ease the educational impact on students of school closures in response to the Covid-19 pandemic. While much instruction transitioned to an online environment, many students were inadequately equipped to properly participate.

A $7.17 billion Emergency Connectivity Fund (ECF) was established by the 2021 American Rescue Plan Act to help ease the educational impact on students of school closures in response to the Covid-19 pandemic. While much instruction transitioned to an online environment, many students were inadequately equipped to properly participate. To address issues with access to technology, the program provides funding to schools and libraries across the nation to purchase connected devices and equipment needed for students to use off-campus. The Federal Communications Commission’s (FCC) latest commitment of $421 million brings the program’s total funding to more than $3 billion.

FCC announces second round of RDOF broadband funding; pulls back other offers

The Federal Communications Commission announced its second round of funding for new broadband investments through the Rural Digital Opportunity Fund (RDOF). It also revealed that it is “continuing its work to refocus the program to ensure that funding goes to unserved areas that need broadband,” and as a result dozens of winning bidders from the previous round have “chosen not to pursue buildout … .”

Homework gap highlights digital divide as Congress considers more money for broadband

School buses across the country are helping school children as they finish a decidedly unconventional academic year but they aren’t transporting students, they are acting as mobile Wi-Fi units bringing connectivity capability to students who lack broadband service. As the coronavirus pandemic closed schools across the country, many in rural or low-income areas without internet access were left scrambling as classes went online. Equipping buses with Wi-Fi to help accommodate the online learning is a short-term solution to a much bigger problem.

FCC announces new tech initiatives

The Federal Communication Commission Chairman Ajit Pai outlined two new initiatives aimed at ensuring U.S. leadership in 5G and continuing efforts to close the digital divide. Pai announced his intent to create the Rural Digital Opportunity Fund, which he indicated would inject $20.4 billion into high-speed broadband networks in rural American over the next decade.

A new map of broadband access based on Federal Communications Commission (FCC) data offers a granular look at the internet options available to Americans. Based on data submitted by internet service providers through FCC’s Form 477, the map provides insight on the types and speeds of internet access available on a block-by-block basis across the country. Notably, the maps do not include information on the cost of internet service.

FCC Overstepped Authority by Regulating Municipal Broadband Projects, Court Rules

The Court of Appeals for the Sixth Circuit ruled against the Federal Communications Commission’s (FCC) plan that would allow municipalities to build their own broadband network – superseding state laws in Tennessee and North Carolina that explicitly prohibit such projects. The FCC claimed that the Telecommunications Act of 1996 granted it implicit power to preempt state laws that are intended to support open markets for private-sector utility companies.

Takeaways from the ACA angel capital report

As SSTI noted in its recent look at quarterly investment activity, gaining insight into angel investment is difficult because of the challenges of separating angel activity from seed and other early VC transactions. Fortunately, the Angel Capital Association (ACA) recently published a report that provides a deep dive into 2025 angel investment activity and provides more clarity on this important financial partner for regional innovation. The big picture takeaway from the ACA report is that, like VCs, angel groups are making larger investments in fewer companies.

State grant programs support manufacturers and improve their competitiveness

As those involved with the longstanding, internationally recognized program know, an air of uncertainty has enveloped NIST’s Manufacturing Extension Partnership (MEP) for the past two years. With the release of the new Notice of Funding Opportunity (NOFO) for MEP Centers (see SSTI’s write‑up here), it appears that perhaps many of those troubles may be in the past. Even so, the uncertainty has prompted many manufacturers, small businesses, and MEP centers to explore alternate funding sources, partnerships, and forms of assistance beyond NIST.
