MA Lawmakers Pass Economic Development Bill, Awaits Gov Approval

On August 1, the Massachusetts lawmakers enacted a comprehensive economic development bill (H.4377). The bill currently awaits Gov. Deval Patrick’s approval. Per state law, Gov. Patrick has until August 14 to sign the bill, 10 days after he received it. The approved bill that received unanimous approval by the Massachusetts state Senate was passed as a comprise package between two bills proposed in the Senate and House.

Virginia Lawmakers Dedicate Additional Funding for TBED, Higher Ed

Lawmakers approved many of Gov. Bob McDonnell's proposals aimed at growing Virginia's technology and life sciences industries by dedicating about half of the funding requested by the governor to support R&D, commercialization, SBIR matching grants, and funding for early stage equity investments.

Spending Plans in IA and MA Seek to Balance Cuts with Job Creation Efforts

Deep cuts to higher education and reorganizing economic development efforts are common themes in executive budget proposals across most of the country as governors seek to both reduce spending and create jobs. Iowa Gov. Terry Branstad recently introduced legislation to replace the state's existing economic development agency with a public-private partnership. Virginia Gov Proposes $25M Research and Technology Fund, $50M Boost for Higher Ed

A $25 million fund providing grants for tech commercialization, matching funds for research, and funding to attract "star" researchers to Virginia's universities is a key component of Gov. Bob McDonnell's $54 million Opportunity at Work agenda presented to lawmakers as part of his amendments to the 2010-12 budget. The governor's budget also includes $5 million for a refundable R&D tax credit and an extra $50 million for higher education directed toward increasing college access and economic development opportunities.

Trio of Tech-focused Tax Credits Pass in Louisiana Legislature

At the close of the 2011 legislative session in Louisiana last week, lawmakers approved three measures to encourage investment in high-tech economic endeavors. This includes renewing and enhancing the R&D tax credit and the Technology Commercialization credit and reinstating an angel investor tax credit for investment in emerging startups.

Expanding Tax Credits for R&D, Tech Commercialization Among Govs' Priorities in NJ, LA

Recognizing the value in supporting companies that innovate to create high-quality jobs, governors in New Jersey and Louisiana recently outlined proposals to enhance tax incentives for R&D, technology commercialization, and transferable tax certificates during the upcoming legislative sessions. In New Jersey, Gov. Chris Christie proposed increasing the R&D tax credit to 100 percent and restoring full funding for the Technology Business Tax Certificate Transfer program as part of his FY12 budget recommendations. Place-based innovation comes of age: Federal regional innovation programs are reshaping America's technology economy

Strong regional ecosystems connect universities, entrepreneurs, investors, manufacturers, workforce organizations, and state and local governments. Rather than supporting just isolated institutions, federal agencies are now investing in collaborative regional networks capable of translating research into new companies, industries, and jobs. Takeaways from the ACA angel capital report

As SSTI noted in its recent look at quarterly investment activity, gaining insight into angel investment is difficult because of the challenges of separating angel activity from seed and other early VC transactions. Fortunately, the Angel Capital Association (ACA) recently published a report that provides a deep dive into 2025 angel investment activity and provides more clarity on this important financial partner for regional innovation. The big picture takeaway from the ACA report is that, like VCs, angel groups are making larger investments in fewer companies.

State grant programs support manufacturers and improve their competitiveness

As those involved with the longstanding, internationally recognized program know, an air of uncertainty has enveloped NIST’s Manufacturing Extension Partnership (MEP) for the past two years. With the release of the new Notice of Funding Opportunity (NOFO) for MEP Centers (see SSTI’s write‑up here), it appears that perhaps many of those troubles may be in the past. Even so, the uncertainty has prompted many manufacturers, small businesses, and MEP centers to explore alternate funding sources, partnerships, and forms of assistance beyond NIST.
