Community Colleges Announce Free Tuition Plans; TN Promise Remains Under Microscope in State, Nation

Since the establishment of the Tennessee Promise in 2014, the first statewide free community college effort, community college systems and states are outlining their own strategies to make a two-year education free for students in their region in attempt to create an educated, qualified workforce that addresses the needs of industry and promotes economic prosperity. While it may remain too early to judge the benefits and the costs of these programs – lawmakers and educational professionals remain divided on the issue.

White House Unveils Free Community College, Technical Training Proposals

Thursday, January 15, 2015

President Barack Obama recently announced a pair of initiatives to provide American students better access to two-year degrees and technical training programs. Under the first program, American’s College Promise, the federal government would cover three-quarters of the cost of an average community college education for students who attend at least half-time and maintain a 2.5 GPA. States would be required to contribute the rest of the tuition funds.

When a new TBED project comes to town, the TBED practitioners inside know the long-term benefits of technology-based economic development: they can see and understand their progress in building a strong economic foundation for their host region. But for community-based and workforce development organizations and K-12 education systems in the surrounding area, the TBED project might appear to be an opaque operation that operates independently of its neighbors.

What to expect when you’re expecting (investment returns)

Following SSTI’s recent look at the timing and type of exits, we continue our look at investment activity to characterize returns on investments so that TBED investors can more accurately project and adjust program parameters to support long-term sustainability. Accurate data on venture capital investment returns and fund performance on private investment vehicles is not readily or consistently available. Anecdotal stories  and the occasional press release on a major transaction exist, but VC exits are often done quietly. As such, parties interested in understanding performance outcomes must rely on focused reports and other aggregate data.
