Senate’s Energy Bill Increases Support for Research, Tech Transfer

In its first passage of a broad energy bill since the Energy Independence and Security Act of 2007, the U.S. Senate included provisions in the Energy Policy Modernization Act of 2016 (S.2012) that would: increase the authorization level for the Department of Energy’s (DOE) Office of Science by 5 percent per year to $7.1 billion; increase the Advanced Research Projects Agency-Energy (ARPA-E) program’s authorization level to $375 million in 2020, up from $291 million this year; help remove barriers for technology transfer at the federal laboratories; and, authorize the DOE to establish “microlabs” in close proximity to federal labs in support of regional innovation. The bipartisan legislation was approved by a vote of 85 to 12.

Sorting Through the Newest Energy Jobs Numbers

Last month, the Department of Energy (DOE) released its first United States Energy and Employment Report (USEER) in an effort to articulate in clearer terms the sector’s wide-ranging impact on the national economy. While this report covers the entirety of the energy spectrum, a related report released just weeks after, Clean Jobs America: A Comprehensive Analysis of Clean Jobs in America, looks only at those jobs related to the clean energy economy. Based on SSTI’s analysis, Clean Jobs America suggests that there are more than 2.5 million clean energy jobs in the United States, or 44 percent of the 5,729,882 energy jobs highlighted in the DOE report.

DOE Awards First Round of Small Business Vouchers; Second Round Announced

The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently released the first round of 33 awardees from the Small Business Vouchers Pilot program.  A total of $6.7 million will be awarded in the form of vouchers for assistance from DOE national laboratories of up to $300,000 a piece. Small cleantech businesses may be able to apply in nine technical categories. A second round of awards also has been announced, with a third to follow later in the year. DOE Issues Formal Response to CRENEL Report

The Department of Energy (DOE) has published a formal response to the final report of the Commission to Review the Effectiveness of the National Energy Laboratories (CRENEL). The commission’s report, Securing America’s Future: Realizing the Potential of the Department of Energy’s National Laboratories found that the DOE Labs need to focus on six key themes: recognizing their value; rebuilding trust; maintaining alignment and quality; maximizing impact; managing effectiveness and efficiency; and, ensuring lasting change. In response to the recommendations offered in the CRENEL report, the DOE’s formal response indicates that the department is committed to executing the following objectives, including to:

Twenty Countries Pledge $20 Billion to Accelerate Clean Energy Innovation

Over 150 heads of state met in Paris this week, the largest group of leaders ever to attend a UN event in a single day, to address global climate change and the need for policies and technologies that will set the world on the path to a low-carbon, climate resilient future. Two major initiatives were rolled out to spearhead the global cooperative effort, according to an Associated Press report.  First, twenty major economic powers, representing 80 percent of global clean energy research and development spending, pledged to double their investments in clean technologies. Second, Bill Gates announced the Breakthrough Energy Coalition, an effort driven by private investors to support early stage technologies emerging from the contributing countries. In the leadup to the event, the U.S. Department of Energy Advanced Research Projects Agency (ARPA-E) announced $125 million in investments for transformative energy projects.

DOE Releases Second Quadrennial Technology Review on S&T Energy Efforts

The Department of Energy (DOE) released the 2015 Quadrennial Technology Review (QTR), a more than 500-page report examining the status of foundational energy science and technology (S&T). The QTR also highlights the research, development, demonstration, and deployment (RDD&D) opportunities with a focus on technologies with commercialization potential in the mid-term and beyond. DOE intends to use the QTR in assisting decision makers as they set priorities, within budget constraints, to fund RDD&D and commercialization efforts that will develop more secure, affordable, and sustainable energy services.

NM Unveils Plan to Create Energy Jobs, VT Claims Green Jobs Victory

New Mexico Gov. Susana Martinez has released the state’s first comprehensive energy plan since 1991. Her administration characterizes the plan as an “all of the above” approach with an emphasis on improving infrastructure, creating new incentives and streamlining regulations. Though the plan does not feature support for energy technology R&D, it prioritizes reducing fresh water consumption and improving workforce training for energy jobs.  In Vermont, a recent report notes that the state has grown clean energy employment by more than 6 percent in the last year.

Hawaii Sets 100 Percent Renewable Energy Goal by 2045

Hawai’i Gov. David Ige signed into law a bill (HB 623) that would increases the state’s renewable portfolio standards to 30 percent by the end of 2020; 70 percent by the end of 2040; and, 100 percent by the end of 2045. With the passage of the new renewable energy mandate, the state became the first in the country to have a statewide renewable goal of 100 percent. This marks a drastic shift from the state’s current distinction as the country’s most oil-dependent state. The state spends nearly $5 billion a year on foreign oil, according to a release from the governor’s office. Luis Salaveria, director of the Hawai’i Department of Business, Economic Development and Tourism, hopes that the new mandate will drive investment and make the state a more attractive destination for entrepreneurs and businesses from around the world, looking to develop, test, and prove emerging renewable technologies and strategies. The state is on track to reach its first milestone of 30 percent by the end of 2020 due previous state investments intended to support the growth of solar and wind startups. Read the press release…

DOE Launches New Office to Expand Commercial Impact of Energy Research

The U.S. Department of Energy (DOE) announced the launch of the Office of Technology Transitions (OTT) to serve as a DOE-wide functional unit that coordinates the commercial development of DOE’s research outputs and administer the Energy Technology Commercialization Fund – a nearly $20 million fund that will leverage the R&D funding in the applied energy programs to pursue high-impact commercialization activities. OTT will focus its efforts on coordinating technology transfer activities carried out at all 17 DOE national laboratories, as well as other DOE research and production facilities, to actively support private sector commercialization activities. To increase commercialization, OTT will engage and collaborate with industry during each step of the commercialization process for products and services with near-term commercial viability. DOE Combines Three Programs Into New $45M Program for Disruptive Solar Technologies

The Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) announced that it will combine three existing programs (Incubator, SolarMat, and SUNPATH) into the Sunshot Technology to Market Program – a new funding program to support startups and other for-profit organizations as they bring disruptive solar innovations to the market place. Historically, the three programs that comprise the new program were separated by stage of technology development. In the interest of optimizing the application and selection process, the new program will focus on disruptive solar technologies at all stages of development and offer six tiers based on the type of product (hardware or non-hardware) and product maturity.
