The pace for new advances in science and technology has quickened significantly over the past 10 years -- so much so that companies are challenged to stay current with the latest innovations. Entire new fields such as nanotechnology are being created while products introduced this week may be obsolete before the year is out.

A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

Overall retention rates for female engineering graduates has remained steady over the last few years, and according to the latest survey from the American Society for Engineering Education, a significant percentage of women are focusing on the less traditional fields of engineering.

Earlier this month, the U.S. Department of Commerce's National Telecommunications and Information Administration announced $14.4 million in Technology Opportunities Program (TOP) grants to 27 organizations in 22 states and the District of Columbia. Historically, TOP has been one of the most competitive tech-based economic development grant programs offered by the federal government, and 2004 was no exception – 494 applications were received, requesting $277.1 million.

According to Gov. Ernie Fletcher, Kentucky is on the wrong side of a widening digital divide as the Commonwealth ranks 44th in its proportion of high-tech companies, 45th in household computer use, and 43rd in citizen Internet use. To help improve these figures, the governor has called for a broadband deployment and adoption plan that will leverage state, federal and private investment to have full, statewide broadband deployment by 2007.

The Alaska MEP, a new nonprofit entity formed by the Alaska Native Arts Foundation and the Anchorage Economic Development Corporation, has named Robert Pope as the first Interim Director.

The Bullitt County Economic Development Authority of Kentucky has named Bob Fouts as interim director.

A technically-skilled workforce is one of the elements required for a tech-based economy, so the issue of stopping the brain drain is of critical importance to some regions and states.  The choice for some states, it has been observed, is to turn into retirement homes or to retain their college graduates; in short, to avoid losing their minds.  Maine, Ohio, and Pennsylvania are just a few of the states that have been looking at the issue.

The National Business Incubation Association (NBIA) recently held its 18th International Conference in Atlanta, honoring excellence in business incubation programs, graduates and client companies. Kentucky Governor Ernie Fletcher joined National Aeronautics and Space Administration (NASA) officials earlier this month to announce a partnership in support of the Moon-Mars initiative. The agreement pairs the Kentucky Science and Technology Corp. (KSTC) with the nation's principal agency for space exploration.

Kentucky Governor Ernie Fletcher has named Derrick Ramsey as deputy secretary of the Commerce Cabinet.

Buddy Buckingham, director of regional planning at Murray State University, will serve as interim director of the new MSU Innovations and Commercialization Center. Buckingham also currently serves in the Kentucky General Assembly.

G. Michael Alder has been named executive director of the Biotechnology Association of Alabama.

John Harrison is Governor Bob Riley's pick to serve as director of the Alabama Department of Economic and Community Affairs. Harrison was the Mayor of Luverne, Alabama for the past 14 years.

SSTI continues a series begun in last week's Digest, highlighting key economic development and science & technology positions being filled by some of the nation's 24 new governors. Many of these individuals are expected to help set the state's tech-based economic development agenda and determine budget cuts, reorganization plans or program eliminations.

Sixty-nine percent of Kentucky businesses use computer technology to handle some of their business functions, but only 36 percent use the Internet and little more than 20 percent have a website, according to a report released by Governor Paul Patton's Office for the New Economy. Kentucky Prepares for the Networked World, which details computer, Internet and website use among the state's businesses, shows more than 50 percent see "no need" to use the Internet.

The U.S. Department of Labor (DOL) recently announced the 13 recipients for one of the most anticipated new federal workforce programs to be launched in several years. The $195 million Workforce Innovation in Regional Economic Development (WIRED) program attempts to integrate human capital issues of talent and skill development into larger technology-based economic development strategies.
