Georgia Research Alliance Seeks $40M Dedicated VC Fund
Georgia Gov. Sonny Perdue this month proposed a new $40 million Georgia Research Alliance (GRA) Venture Capital Fund to be fueled by $10 million from the state legislature and subsequently matched with $30 million from the private sector. Of the entire suite of GRA initiatives, this will be the first program not funded entirely by the state of Georgia.

This is the second installment of SSTI’s look at the Inaugural, Budget and State of the State Addresses delivered in the past week. With a heavy emphasis on alternative energy, TBED priorities continue to receive significant time in the speeches delivered by the nation’s governors at the start of the 2007 legislative season. Gov. John Huntsman, Jr. named Jack Brittain, dean of the University of Utah Business School, vice president in charge of the new Office of Technology Ventures. Brittain, dubbed the "innovation czar," will continue to lead the business school in addition to his new position.

The Georgia Biomedical Partnership named Charles Craig as its new president.

David Harmer, executive director of the Utah Department of Community and Economic Development (DCED), announced his retirement. Chris Roybal, senior advisor to Gov. Jon Huntsman Jr. for economic development, will take on many of Harmer's responsibilities.

It is an unfortunate and annoying consequence of politics that sometimes, with the change of gubernatorial administrations even within parties, excellent people with enviable records of delivering results for tech-based economic development programs lose their positions. SSTI has learned that Rod Linton and Michael Keene were among 33 "at-will" economic development staff at the Utah DCED fired en masse last Thursday. Gov. Arkansas Wins $9M NSF Grant for Biomass Power & Nanotechnology Research
Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.

Dr. Donald Colbert is the new executive director of the Augusta BioBusiness Center and Georgia Medical Authority. Colbert replaces Lenie Roos-Gabridge, who retired in July.

Arkansas Biotech Research Threatened With 20% Cut

The Fayetteville Economic Development Council named Steven Rust as its new executive director, beginning Aug. 15.

Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.
Georgia Tech’s $5M Tennenbaum Institute to Focus on Enterprise Transformation
For most people in the business sector and economic development field, perhaps, the word "innovation" is quickly associated with tech start-ups and entrepreneurial businesses. The new Tennebaum Institute at Georgia Tech, opened last month with a $5 million donation from school alumnus Michael Tennebaum, is hoping to change that.

Tino Mantella has been appointed president of the Technology Association of Georgia, a nonprofit organization that focuses on promotion and economic advancement of the state's technology industry.

Utah State University named J. Michael Brooks as director of its Innovation Campus. He will also serve as associate vice president for research and economic development, beginning Sept. 20.

C. Michael Cassidy, president of the Georgia Research Alliance, has been appointed to the governing board of the Biotechnology Industry Organization.

The director of the Arkansas Department of Economic Development has announced his retirement. Jim Pickens will remain in the position until his replacement is named, according to local news reports.

Blair Carnahan will be the first director of the new Columbus Regional Technology Center in Columbus, Ga. The new facility will house an incubator, the Columbus Georgia Tech regional office and the Columbus office of the Small Business Development Center.
Georgia's Rural Divide Program Threatened in Budget Battle
The FY 2004 budget passed by the Georgia Senate last week eliminates all $32 million the House approved for the OneGeorgia Authority, the state's loan and grant program targeting rural tech-based and traditional economic development. Created in 2000, the OneGeorgia Authority was anticipated to spend $1.6 billion over 25 years (one-third of the state's tobacco settlement funds) to assist the state's most economically challenged areas based on unemployment and poverty rates.
Utah Holds the Line on S&T Funding, Offers $100 Million for VC
In these tight state fiscal times, many government functions would view level funding with the previous year as very good news. Since tech-based economic development (TBED) programs are investments toward economic prosperity, conventional wisdom would hold that legislatures would shield these types of investments from deep cuts.
Utah Universities Could Own Stock in Inventions under Constitutional Amendment
Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

The Georgia Department of Industry, Trade and Tourism, in partnership with the University System of Georgia, has appointed Page Siplon and Michael Hale as directors of the Maritime Logistics Innovation Center and the Middle Georgia Innovation Center for Aircraft Lifecycle Support, respectively.
