Recent Research: How "Surrogate Universities" Impacted the High-Tech Growth of the Boise Metro
The presence of "surrogate universities" - that is, nonacademic institutions able to attract a skilled workforce, produce marketable innovations and cultivate local entrepreneurship - have greatly influenced the growth of the tech-based economy of Boise and Idaho's Treasure Valley. Furthermore, distinctions in these surrogates' culture, innovation model and marketable products may help to explain the development of new technology firms in the metro area.

Arkansas Wins $9M NSF Grant for Biomass Power & Nanotechnology Research
Last week, the National Science Foundation (NSF) announced that the Arkansas Science & Technology Authority (ASTA) would receive $9 million through the Experimental Program to Stimulate Competitive Research (EPSCoR) to enhance the state's research capabilities. The new funds will be used to support a broad range of activities, from attracting world-class scholars to fostering entrepreneurship, in select technology areas.

New Mexico Gains TBED Tools
Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Lean Budget Doesn't Stop Idaho's TBED Agenda
Idaho Governor Dirk Kempthorne dedicated a portion of Monday's State of the State and Budget Address to describing how tight the 2005 fiscal environment would be for his state. The temporary sales tax will lapse, costing the state $170 million in foregone revenue. The one-time $83 million in federal bailout funds are depleted. State employees will get a 27th biweekly paycheck this calendar year, resulting in an additional budgetary burden of approximately $20 million.

The Association of University Research Parks has recognized Sandia National Laboratories for the 2003 Excellence in Technology Transfer Award. Over the past five years, Sandia has participated in 183 new cooperative research and development agreements with industry partners to jointly develop technology that is incorporated into commercial products.

The report is co-authored by Mark Diggs, Chairman and CEO of Maryland-based Ontology Works, Inc.
