Canada’s Treasury Board recently announced the creation of an independent panel of experts to provide advice on transferring management of federal non-regulatory laboratories into private or other non-government hands. The four individuals comprising the panel, each with extensive experience and leadership in Canada's science and technology community, will consider different management options for the Canadian systems of federal research labs.

Last year, nearly 17 million international passengers passed through Los Angeles International Airport (LAX). Many of those passengers were businesspeople who rely on convenient access to international flights to keep their companies in touch with partners, customers, divisions and markets all over the world. International flights out of LAX have played a key role in positioning the Los Angeles region as the largest manufacturing center in the U.S. and as a national high-tech leader.

Several months of debate leading into a special legislative session late last year was not enough to convince lawmakers to approve funding for two of the governor’s major TBED priorities. With the release of the fiscal year 2008-09 budget recommendation, Gov. Ed Rendell is again asserting the importance of the alternative energy legislation and the Jonas Salk Legacy Fund, urging lawmakers to quickly enact the initiatives.

 

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. The government plans to leverage its relatively strong fiscal position by providing tax relief and paying down the national debt, while providing $606 million for workforce development and $440 for research over the next two years. Earlier this month, three universities - Stanford University, the University of Texas at Austin and the University of California, Berkeley - announced partnerships with the King Abdullah University of Science and Technology (KAUST), a graduate-level research university set to open in Saudi Arabia by September 2009. According to the latest stats on venture capital investments, half of all U.S. VC investment during the last quarter of 2006 supported companies in two small areas of the country: Silicon Valley and New England (primarily the Boston metro area). With the exception of only a handful of other large metro areas and, since the origin of the modern venture capital industry some 25 years ago, most other cities have struggled to attract the attention of venture capitalists.

A gala held last weekend at Google headquarters in California officially kicked off a $50 million fundraising campaign for the X Prize Foundation, which provides funds for the development of new prizes. The prizes are designed to support breakthroughs for specific challenges in medicine, energy production and consumption, education, and transportation.

Dean Lewis was named interim president and CEO of the Science Center. Lewis replaces Pradip Banerjee, who left in January.

Aris Melissaratos is the new special adviser to the president for enterprise development at the Johns Hopkins University. The position was created for Melissaratos following his departure as secretary of the Maryland Department of Business and Economic Development.

California Gov. Arnold Schwarzenegger has announced that his proposed budget for 2007-08 will include a $95 million initiative to support new and existing facilities for high-tech research. The California Research and Innovation Initiative would provide funding to several university-based projects around the state hosting clean energy, biotechnology, and nanotechnology research and commercialization activities. Penn State University is seeking an entrepreneurial leader for its Office of Economic and Workforce Development. This office serves to advance the economic well-being of Pennsylvania, ultimately by helping to create and retain jobs and enhance the skills of the workforce in the Commonwealth. The director of economic and workforce development reports to the vice president for outreach at Penn State's campus in University Park, Pa. A master’s degree or equivalent knowledge and at least seven years of related experience are required.

Hoping to combat and reverse job losses in the manufacturing sector, Pennsylvania Gov. Edward Rendell outlined his blueprint for recovery last month, entitled "Manufacturing Innovation."

Just what makes firms productive? Economists continue to refine their thinking on the interactions that enhance productivity. Knowledge capital and knowledge relatedness play an active role in increasing firm competitiveness, especially in large, high-tech manufacturing sectors, according to a study presented at a recent conference of the Groupe de Recherche en Economie.

Money is following the jobs and excitement that represents China's economy these days according to an annual survey of equity investments in China mainland businesses. Compiled by Chinese venture capital (VC) research and consulting firm Zero2IPO, the fourth annual survey found 60 firms made 253 investments totalling $1.269 billion (US) in China mainland or mainland-related enterprises in 2004.

The creation of the Canadian Association of University Research Parks was announced earlier this month. AURP Canada will represent 25 Canadian science, technology and research parks and will be a chapter of the Association of University Research Parks (AURP). Eileen Walker has been appointed AURP's new executive director.
