Virginia could capitalize on its strong energy R&D foundation of universities, federal laboratories and businesses through coordination among research activities and by creating a consistent funding stream for federal R&D funding and technology commercialization, finds a new state energy plan released last week.

 

Last year, nearly 17 million international passengers passed through Los Angeles International Airport (LAX). Many of those passengers were businesspeople who rely on convenient access to international flights to keep their companies in touch with partners, customers, divisions and markets all over the world. International flights out of LAX have played a key role in positioning the Los Angeles region as the largest manufacturing center in the U.S. and as a national high-tech leader.

Several months of debate leading into a special legislative session late last year was not enough to convince lawmakers to approve funding for two of the governor’s major TBED priorities. With the release of the fiscal year 2008-09 budget recommendation, Gov. Ed Rendell is again asserting the importance of the alternative energy legislation and the Jonas Salk Legacy Fund, urging lawmakers to quickly enact the initiatives.

 

According to the latest stats on venture capital investments, half of all U.S. VC investment during the last quarter of 2006 supported companies in two small areas of the country: Silicon Valley and New England (primarily the Boston metro area). With the exception of only a handful of other large metro areas and, since the origin of the modern venture capital industry some 25 years ago, most other cities have struggled to attract the attention of venture capitalists.

The American science and technology workforce is undergoing a major demographic shift. A report issued last week by the National Science Foundation shows that more women are participating in university science and engineering (S&E) programs than ever before. The biannual NSF report, entitled Women, Minorities, and Persons With Disabilities in Science and Engineering, provides a broad overview of demographic trends within university S&E programs. California Gov. Arnold Schwarzenegger has announced that his proposed budget for 2007-08 will include a $95 million initiative to support new and existing facilities for high-tech research. Penn State University is seeking an entrepreneurial leader for its Office of Economic and Workforce Development. This office serves to advance the economic well-being of Pennsylvania, ultimately by helping to create and retain jobs and enhance the skills of the workforce in the Commonwealth. The director of economic and workforce development reports to the vice president for outreach at Penn State's campus in University Park, Pa. A master’s degree or equivalent knowledge and at least seven years of related experience are required.

Hoping to combat and reverse job losses in the manufacturing sector, Pennsylvania Gov. Edward Rendell outlined his blueprint for recovery last month, entitled "Manufacturing Innovation."

Ah, the difference positive revenue figures make for some states' tech-based economic development (TBED) portfolios! In mid-December, Virginia Gov. Mark Warner introduced an amended 2004-2006 biennial budget that is the most favorable yet during the Warner term for programs to promote economic growth through strategic investments in science and technology.

E. Dana Dickens announced he will step down from the Suffolk City Council (Va.) to become president of the Hampton Roads Partnership, a group promoting economic development in the region.

Richard Murphy was named interim president of the California Institute of Regenerative Medicine (CIRM). Arlene Chiu announced she will resign as interim chief scientific officer of CIRM, effective Oct. 31.
