Five NSF S&T Centers Funded
The National Science Foundation (NSF) has committed almost $94 million over the next five years in matching funds for five new Science & Technology Centers (STC). The new centers join 23 existing centers that were selected in 1989 and 1991. (Two more original STCs cease to exist.)
Surveys Find Venture Capital Financing Increased in 1996
Two recent reports indicate the amount of venture capital financing increased in 1996, although the two reports differ on the amount of financing and the most active investors. Both surveys agreed that California and Massachusetts were the lead states in attracting venture capital.
Women & Minorities Progress in S&E Field Limited
Women and minorities continue to take fewer high-level mathematics and science courses in high school; earn fewer bachelor's, master's and doctoral degrees in science and engineering (S&E); and remain less likely to be employed in S&E jobs than white males.
NSF To Change Review Criteria
Criteria used by one of the largest funders of basic research to evaluate research proposals is slated to change in 1997. The National Science Foundation (NSF) is revising the criteria used to evaluate approximately 30,000 proposals per year and is seeking comments on the proposed criteria.
Committee Approves of NSF Cooperative Research Centers
A panel of external evaluators has concluded that the National Science Foundation's State/Industry/University Cooperative Research Centers (S/I/UCRC) Program supports NSF's strategic goals. The panel also found that "the development of cooperative research centers involving states, industries and NSF can be an important contributing element to maintaining and developing a competitive US industry."

President Clinton recently announced his intention to nominate Dr. Jane Lubchenco, Distinguished Professor of Zoology at Oregon State University, to the National Science Board, an advisory body to the National Science Foundation. The National Science Board recommends overall national policies for promoting basic research and education in the sciences.
NSF Selects 13 Materials Centers
The National Science Foundation (NSF) has selected 13 new Materials Research Science and Engineering Centers, bringing the total number of centers to 24. NSF support for the new centers is expected to amount to $105 million over the next five year years. The centers are university-based programs that support interdisciplinary and multidisciplinary materials research and education.

NSF Names New Assistant Director for Engineering
Dr. Elbert L. Marsh has been named to head the National Science Foundation's Directorate for Engineering. Dr. Marsh will now assume responsibility for all engineering funding at the federal agency--in excess of $300 million in 1995.
NSF STCs Reviewed
The Committee on Science, Engineering, and Public Policy (COSEPUP) of the National Academy of Sciences (NAS), National Academy of Engineering (NAE) and Institute of Medicine (IOM) has completed a review of the National Science Foundation's (NSF) Science and Technology Centers (STC) program. COSEPUP recently released its conclusions which call for the continuation of the STC program, with some modifications.
Tackling the Digital Divide. . . and S&T Worker Preparedness
The National Academy Foundation, a New York-based nonprofit organization, and President Clinton have announced the selection of 12 public high schools to pilot the Academy of Information Technology program. The program is intended to prepare predominantly at-risk high school students for careers in information technology fields. The program will provide a ninth-through-twelfth-grade curriculum with opportunities to partner with community colleges, universities, and businesses.
California Governor Names S&T Chief
California Governor Gray Davis has appointed Joseph A. Raguso as Deputy Secretary for Strategic Technology for the Trade and Commerce Agency. Mr. Raguso currently serves as President and CEO for the San Diego Regional Technology Alliance (SDRTA), a position he has held since 1997. Mr. Raguso will begin serving in his new capacity on January 31.
Virginia Offers Unique Web Access Service
Virginia, through its Office of the Secretary of Technology and Virginia's Center for Innovative Technology (CIT), has created a unique collaborative public-private partnership to increase Internet access and e-commerce capabilities for Virginia's businesses. In December, CIT and Virginia Tech launched VirginiaLink, a multi-vendor, broadband telecommunications program providing businesses with inexpensive advanced telecommunications services such as Internet access and voice, data, and video capacity.
Two Looks at Improving Cross-Border Collaboration
Regardless of their potentially arbitrary nature, the political lines separating jurisdictions can wreak havoc on a region's ability to support innovation. Whether it's a boundary between two communities, two states or two countries, these imaginary lines define real rules of commerce (e.g. by the taxes levied, property values, etc.) as well as intangible concerns and perceptions.
Housing Technology Funds Available
The National Institute of Standards and Technology (NIST) is offering approximately $1 million in financial assistance for the Partnership for Advancing Technology in Housing Cooperative Research Program (PATH CoRP). PATH encourages the development of innovative housing components and systems, designs, and production methods as well as projects that reduce the amount of time needed to move quality technologies to the market place.
California Manufacturing Technology Center Seeks Applicants
The California Manufacturing Technology Center has begun a search process for qualified applicants to fill a number of economic development-oriented engineering positions. The CMTC seeks applicants with over eight years of hands-on manufacturing experience to: define and develop proposals, present to potential clients, perform and manage projects, and build a network of consultants.
Company R&D Funding Rises as Federal Support Declines
Increased company support of R&D offset reduced Federal funding in 1994 and contributed to an overall increase in U.S. industrial R&D, to $119.6 billion, according to the National Science Foundation's Survey of Industrial Research and Development for 1994.
S&E Indicators Available
Science and Engineering Indicators - 1996 is available from the National Science Foundation's (NSF) National Science Board. The report is both a reference document and a policy document that provides an extensive array of data. The 1996 report has expanded to include output as well as input indicators as well as some indicators of the impact and outcome of science and engineering in the U.S.

Three Cities Receive NSF Urban Systemic Initiative Awards
Milwaukee, St. Louis, and San Diego were named to receive a National Science Foundation (NSF) grant for developing system-wide reforms in K-12 science, mathematics, and technology education. The awards are part of NSF's Urban Systemic Initiative. The initiative supports science, math, and technology education reform in cities with the largest number of school-aged children living in poverty.
Engineering Research Center to Focus on Environmental Issues in Semiconductor Manufacturing
The National Science Foundation (NSF) and the Semiconductor Research Corporation (SRC) have created the NSF/SRC Engineering Research Center for Environmentally Benign Semiconductor Manufacturing. The new center will study the environmental, health, and safety aspects of the semiconductor manufacturing process.
NSF: Drop in Industrial Support for Academic R&D Continued into 2004
For the third consecutive year, industrial support of U.S. academic research dropped, according to an April 2006 InfoBrief by the National Science Foundation (NSF). The 2.6 percent decrease in fiscal year 2004 from the previous year is the sharpest yet in the three-year trend, following a 1.1 percent reduction in FY 2003 and 1.6 percent in FY 2002.

NSF Assesses Benefits, Outcomes of ERC Program
The National Science Foundation (NSF) has released an assessment of its Engineering Research Centers (ERC) Program. The two-part study looked at two key aspects of the ERC program: ERC- industry interaction and effectiveness of former ERC graduate students in the workforce.
NSF Reclassifies R&D Budget, Cutting SBIR Funds
The National Science Foundation (NSF) has decided to reclassify its R&D budget, which will result in a reduction of funding available for its Small Business Innovation Research program (SBIR). The reclassification was recommended by Inspector General Linda Sundro. NSF Director Neal Lane has concurred with the recommendations.
R&D Expenditures Top $200 Billion in 1997
Research and development expenditures in 1997 are expected to reach $205.7 billion, a 6.5 percent increase over 1996's $193.2 billion in spending. Since 1994, R&D spending has been increasing at a rate of more than 5 percent a year, according to a recent National Science Foundation Data Brief.
