There is little comforting news in a new statistical report for workers in the U.S. information and communication technologies (ICT) sector. Researchers from the University of Illinois-Chicago found the sector lost 403,300 jobs between March 2001 and April 2004.

As part of a new initiative to address pressing ethical, legal and social questions raised by recent advances in genetic and genomic research, the National Human Genome Research Institute (NHGRI) has awarded approximately $20 million in grants to fund interdisciplinary centers within universities around the country over the next five years. NHGRI is one of the National Institutes of Health (NIH).

In signing his state's fiscal year 2003-04 budget on August 2, California Governor Gray Davis shaved General Fund expenditures by $7 billion in an effort to address a $38.2 billion budget shortfall. Among those cuts was funding for the California Technology, Trade and Commerce Agency (TTCA), the state's principal catalyst for innovation, investment and economic opportunity.

Joint Venture: Silicon Valley has named Russell Hancock as its new president and CEO.

After 30 years as leader of the Greater Madison Chamber of Commerce, Robert Brennan is leaving to become a consultant to the new Office of Corporate Relations at the University of Wisconsin-Madison.

Phillip Z. Sobocinski has accepted a new position as Assistant Director of the new Office of Corporate Relations in the Office of the Chancellor, University of Wisconsin-Madison. The new initiative will be led by Charles Hoslet.

Perhaps in no other sector are efforts to grow an industry so dependent on a strong public-private partnership as they are for biotech and the life sciences. Most of the research funding for the field flows from the government to universities and research institutions. Industry then steps up for clinical studies and commercialization.

A recent $10 billion judgment against Philip Morris may have the tobacco giant filing bankruptcy. Philip Morris has claimed it cannot post a $12 billion bond to appeal a lawsuit in Illinois or even meet the $2.6 billion payment due mid-April for the 1998 settlement with the states.

The United States Patent and Trademark Office has posted a preliminary list of the 10 U.S. universities receiving the most patents for inventions during calendar year 2002. Legislation to create investment tax credits and a technology commercialization grant and loan program was approved by the Wisconsin Assembly just before the close of the legislative session. Intended to encourage high-tech industry and entrepreneurship in the state, Senate Bill 261 is designed to create approximately $62 million in new funding for start-ups.
