The pace for new advances in science and technology has quickened significantly over the past 10 years -- so much so that companies are challenged to stay current with the latest innovations. Entire new fields such as nanotechnology are being created while products introduced this week may be obsolete before the year is out.

Connecticut Lt. Gov. M. Jodi Rell was sworn in as the state’s 87th governor on July 1, taking over from former Gov. John Rowland, who resigned amid a federal corruption investigation and a threatened impeachment for allegedly accepting gifts from employees and state contractors. Senate President Pro Tem Kevin Sullivan was sworn in as Lieutenant Governor. Rell is a Republican, while Sullivan is a Democrat.

Former NASA Administrator Richard Truly, now head of the National Renewable Energy Laboratory, announced his plans to retire in November.

Gov. Jodi Rell recently announced the results of a study of the strengths and weaknesses of Connecticut’s infrastructure for innovation, technology transfer and development of new businesses. According to Gov. Ernie Fletcher, Kentucky is on the wrong side of a widening digital divide as the Commonwealth ranks 44th in its proportion of high-tech companies, 45th in household computer use, and 43rd in citizen Internet use. To help improve these figures, the governor has called for a broadband deployment and adoption plan that will leverage state, federal and private investment to have full, statewide broadband deployment by 2007.

The Alaska MEP, a new nonprofit entity formed by the Alaska Native Arts Foundation and the Anchorage Economic Development Corporation, has named Robert Pope as the first Interim Director.

The Bullitt County Economic Development Authority of Kentucky has named Bob Fouts as interim director.

The Connecticut Technology Council has named Matthew Nemerson as its new President and CEO, replacing Michael Theodore.

Colorado State Representative Tim Fritz is resigning his seat to become director of Colorado's Office of Aerospace and Aeronautics.

John Hansen is the new Secretary of Technology for the State of Colorado. Hansen retains his position as Chief Technology Officer as well.

The Economic Development Administration (EDA) recently announced the recipients of its 2003 Excellence in Economic Development Awards. A total of eight award-winners were named across seven broad award categories. Those pocketing awards in Innovation and Technology-led Economic Development, respectively, are described below.

Innovation

A technically-skilled workforce is one of the elements required for a tech-based economy, so the issue of stopping the brain drain is of critical importance to some regions and states.  The choice for some states, it has been observed, is to turn into retirement homes or to retain their college graduates; in short, to avoid losing their minds.  Maine, Ohio, and Pennsylvania are just a few of the states that have been looking at the issue.

Colorado Governor Bill Owens has appointed Paul Ray as the state's first director of biosciences.

Earlier this week, Colorado Chief Technology Officer John Hansen released a statewide plan to develop biotechnology and life sciences industry sectors in Colorado. Colorado's Place in the Sun: A Bioscience Future provides analysis, direction and recommended actions for three key sector areas — workforce development, business development, and research development.

Pam Inmann is the new executive director of the Western Governors Association.

Brian Vogt is the new director of the Office of Economic Development and International Trade in the Colorado Office of the Governor.

Kentucky Governor Ernie Fletcher joined National Aeronautics and Space Administration (NASA) officials earlier this month to announce a partnership in support of the Moon-Mars initiative. The agreement pairs the Kentucky Science and Technology Corp. (KSTC) with the nation's principal agency for space exploration.

The creation and subsidization of CAPCOs, certified capital corporations intended to encourage venture capital (VC) investment, is one of the more controversial policies some states have adopted to encourage the growth of tech-based economies. With substantial revisions to Colorado's short CAPCO experiment this month, questions are raised once again for other states that either have passed or are considering various approaches to increasing the availability of risk capital for new tech firms.
