July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

Former NASA Administrator Richard Truly, now head of the National Renewable Energy Laboratory, announced his plans to retire in November.

Unofficial results posted today on the National Conference of State Legislatures (NCSL) website reveals political control of at least 10 of the country's 99 state legislative chambers (Nebraska has a unicameral legislature resulting in the odd total for the country) changed parties in yesterday's election.

Colorado State Representative Tim Fritz is resigning his seat to become director of Colorado's Office of Aerospace and Aeronautics.

John Hansen is the new Secretary of Technology for the State of Colorado. Hansen retains his position as Chief Technology Officer as well.

The Economic Development Administration (EDA) recently announced the recipients of its 2003 Excellence in Economic Development Awards. A total of eight award-winners were named across seven broad award categories. Those pocketing awards in Innovation and Technology-led Economic Development, respectively, are described below.

Innovation

Colorado Governor Bill Owens has appointed Paul Ray as the state's first director of biosciences.

Earlier this week, Colorado Chief Technology Officer John Hansen released a statewide plan to develop biotechnology and life sciences industry sectors in Colorado. Colorado's Place in the Sun: A Bioscience Future provides analysis, direction and recommended actions for three key sector areas — workforce development, business development, and research development.

Pam Inmann is the new executive director of the Western Governors Association.

Brian Vogt is the new director of the Office of Economic Development and International Trade in the Colorado Office of the Governor.

The creation and subsidization of CAPCOs, certified capital corporations intended to encourage venture capital (VC) investment, is one of the more controversial policies some states have adopted to encourage the growth of tech-based economies. With substantial revisions to Colorado's short CAPCO experiment this month, questions are raised once again for other states that either have passed or are considering various approaches to increasing the availability of risk capital for new tech firms.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Brian Vogt has been appointed director of Colorado's Office of Economic Development and International Trade.

Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:

Joe May, president of Colorado's community college system, announced his retirement, effective in February.

Robert Olsen, the director of the Fitzsimons Redevelopment Authority, will become the head of the Economic Development Administration's regional office in Denver.

Leroy Williams has been named as the new technology secretary for the state of Colorado. Williams, previously the state's chief information officer, will manage the Governor's Office of Innovation and Technology.

Paul Ray has left his position as director of the Colorado Office of Life Sciences and Biotechnology.

Colorado Governor Bill Owens has appointed Tim Fritz as the director of the Office of Aerospace and Aeronautics.

Marc Holtzman, Colorado's former science and technology advisor, is taking the position as president of Denver University.
