July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Connecticut Lt. Gov. M. Jodi Rell was sworn in as the state’s 87th governor on July 1, taking over from former Gov. John Rowland, who resigned amid a federal corruption investigation and a threatened impeachment for allegedly accepting gifts from employees and state contractors. Senate President Pro Tem Kevin Sullivan was sworn in as Lieutenant Governor. Rell is a Republican, while Sullivan is a Democrat.

Friday's issue of the Idaho SBIR Competition Newsletter brought to our attention two announcements from the SBA regarding the SBIR Program. Proposed changes for the program were included in the Dec. 3 online issue of the Federal Register. Gov. Jodi Rell recently announced the results of a study of the strengths and weaknesses of Connecticut’s infrastructure for innovation, technology transfer and development of new businesses. A report prepared for the Connecticut Technology Transfer and Commercialization Advisory Board of the governor's Competitiveness Council presents the results.

Eastern Idaho Economic Development Council has changed its name to Grow Idaho Falls Inc. to better convey its mission.

The Connecticut Technology Council has named Matthew Nemerson as its new President and CEO, replacing Michael Theodore.

John Kotek, formerly with Argonne National Laboratory-West, has been named deputy manager of the Department of Energy's Idaho Operations Office. The office oversees the Idaho National Engineering and Environmental Laboratory.

Mike Leavitt of the Idaho National Engineering and Environmental Laboratory has been appointed the Co-chair of the Federal Laboratories Consortium State and Local Government Committee.

Elizabeth Sellars is the new manager of Idaho Operations for the Department of Energy.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:

Idaho Governor Dirk Kempthorne dedicated a portion of Monday's State of the State and Budget Address to describing how tight the 2005 fiscal environment would be for his state. The temporary sales tax will lapse, costing the state $170 million in foregone revenue. The one-time $83 million in federal bailout funds are depleted. State employees will get a 27th biweekly paycheck this calendar year, resulting in an additional budgetary burden of approximately $20 million.

The Acting Director for the Idaho Department of Commerce is Roger Madsen. Madsen also is serving as director of the state Department of Labor.

Bill Shipp, president of Bechtel BWXT Idaho and lab director of the Idaho National Engineering and Environmental Laboratory, is retiring effective Oct. 25. Paul Divjak will be his replacement.

Idaho Falls businessman LaMoyne Hyde was appointed by Gov. Dirk Kempthorne to serve as Director of the Idaho Department of Commerce.

The winners of the Siemens Westinghouse/AAAS Competition for the Best Teen Scientists and Mathematicians of the Year were announced this week: 17-year-old Yin Li of New York City was the individual grand prize winner for his project "Characterizing the Prion Properties of a Translational Regulator Expressed in Mouse Brain." Brothers Mark and Jeffrey Scheider, 18 and 16, respectively, of South Windsor, Conn., won the grand prize in the team category for the "Simulation of the West Nile Virus u

The Idaho Economic Development Association has named Jan Rogers as new president.

LaMoyne Hyde, director of the Idaho Department of Commerce, also announced he will resign his position by the end of the year.

Judy McKinney-Cherry is the new director of the Delaware Economic Development Office.

John Wik, director of Delaware's economic development office, is resigning in September to pursue interests in the private sector.
