Connecticut Gov. Jodi Rell named Marie O'Brien to oversee the Connecticut Development Authority.

Connecticut Lt. Gov. M. Jodi Rell was sworn in as the state’s 87th governor on July 1, taking over from former Gov. John Rowland, who resigned amid a federal corruption investigation and a threatened impeachment for allegedly accepting gifts from employees and state contractors. Senate President Pro Tem Kevin Sullivan was sworn in as Lieutenant Governor. Rell is a Republican, while Sullivan is a Democrat.

A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.

In these tight state fiscal times, many government functions would view level funding with the previous year as very good news. Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Connecticut Gov. M. Jodi Rell is using the midterm budget request as the vehicle to substantially overhaul how the state supports the entire economic development process. Connecticut Innovations, one of the nation's oldest state-created equity finance programs for tech businesses, would be consolidated with departments that cover focus areas ranging from health education and housing to traditional economic development financing.
