July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Patrick Tam resigned last month as executive director of the Spokane Intercollegiate Research and Technology Institute.

For most people in the business sector and economic development field, perhaps, the word "innovation" is quickly associated with tech start-ups and entrepreneurial businesses. The new Tennebaum Institute at Georgia Tech, opened last month with a $5 million donation from school alumnus Michael Tennebaum, is hoping to change that.

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Tino Mantella has been appointed president of the Technology Association of Georgia, a nonprofit organization that focuses on promotion and economic advancement of the state's technology industry.

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.

Blair Carnahan will be the first director of the new Columbus Regional Technology Center in Columbus, Ga. The new facility will house an incubator, the Columbus Georgia Tech regional office and the Columbus office of the Small Business Development Center.

Spokane Economic Development Council president Mark Turner has announced his resignation.

The Washington Technology Center (WTC) has created a new program that will make obtaining access to early-stage seed capital easier for companies outside the Puget Sound. WTC is Washington's statewide science and technology organization.

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.
