It only seems natural that SSTI celebrate the premiere professional development event for the nation's tech-based economic development community in 2009 in a state that, for 20 years, has pioneered innovative approaches to transform regional economies -­ Kansas. July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Delaware

Like many low-population states that cannot benefit from tax revenues from oil and gas exploitation such as Wyoming and Alaska, Rhode Island must leverage its existing university and industry research capabilities more fully and encourage more private investment activity, according to the five initial recommendations of the Rhode Island Science & Technology Advisory Council (STAC).

Kenneth Lynn has been appointed president of KCCatalyst. Lynn formerly was a consultant to biotechnology companies assisting in technology acquisition, strategic planning, and commercial development.

The Kansas Technology Enterprise Corporation (KTEC), the state's lead corporation to promote advanced technology economic development, has developed a new investment program to help early-stage technology companies get the capital boost they need.

Before ending its 2003 session, the Rhode Island legislature signed off on nearly all of the technology-based economic development (TBED) initiatives at the core of Gov. Rhode Island, like nearly every state in the country, is facing a projected budget deficit in FY 2004. To deal with a $175 million or 6.6 percent shortfall, 21 agencies are facing budget reductions in Governor Don Carcieri's first budget request to the Rhode Island General Assembly. However, demonstrating his commitment to "make strategic investments to promote job growth," Gov. Carcieri calls for increased support for several tech-based economic development initiatives.

A minimum $500 million 10-year investment to encourage biotech and entrepreneurship may soon become a reality for Kansas. With Gov. Kathleen Sebelius' approval of the Kansas Economic Growth Act, Kansas will set in motion a variety of new programs to encourage research, innovation and technology commercialization.

Addressing a joint session of Rhode Island's General Assembly, Gov. Don Carcieri unveiled last week a fiscal year 2005 budget that includes funding for several technology-based economic development (TBED) initiatives.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. A group of Kansas City bi-state community development organizations, led by KCCatalyst and the Kansas City Area Life Sciences Institute (KCALSI), released a report Friday that illustrates Kansas City’s bi-state life sciences initiative and lays out how the region can become a national and global center for life sciences research and commercialization.

Gov. Kathleen Sebelius made public on Wednesday the details of a statewide economic revitalization plan designed to stimulate and strengthen the Kansas economy. Included in the plan are several items that could help boost tech-based economic development (TBED) in the state:

Tim Witsman recently resigned as president of the Wichita Area Chamber of Commerce to pursue other opportunities in the community. Witsman headed the area's lead economic development agency for 15 years.

Jerry Lonergan is Kansas Inc.'s new president.

Judy McKinney-Cherry is the new director of the Delaware Economic Development Office.

Lt. Gov. Gary Sherrer has left his position as secretary of the Kansas Department of Commerce and Housing to become executive vice president with GoldBanc Corp. Sherry Brown, who had retired from the department, will return to serve as interim secretary.

The Rhode Island Economic Policy Council has named Jerry Schaufeld as director of the Samuel Slater Technology Fund.

Envirogen, Inc. cofounder Ronald Unterman will be the executive director of the newly created Slater Center for Marine & Environmental Technologies. The center was created through the merger of two existing Slater centers.

John Wik, director of Delaware's economic development office, is resigning in September to pursue interests in the private sector.
