It only seems natural that SSTI celebrate the premiere professional development event for the nation's tech-based economic development community in 2009 in a state that, for 20 years, has pioneered innovative approaches to transform regional economies -­ Kansas. SSTI's 13th annual conference and pre-conference workshops will be held at the Sheraton Overland Park Hotel on Oct. 20-22, 2009.

Kansas Gov. Kathleen Sebelius named Howard Fricke to serve as secretary of the state's Commerce Department.

July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Led by Govs. Bill Richardson and Arnold Schwarzenegger, the Western Governors' Association (WGA) announced last week it would support opportunities to develop a clean, secure and diversified energy system for the West and to capitalize on the region's energy resources. The New Mexico and California governors, respectively, are among those represented by the nonprofit WGA.

Kenneth Lynn has been appointed president of KCCatalyst. Lynn formerly was a consultant to biotechnology companies assisting in technology acquisition, strategic planning, and commercial development.

The Kansas Technology Enterprise Corporation (KTEC), the state's lead corporation to promote advanced technology economic development, has developed a new investment program to help early-stage technology companies get the capital boost they need.

A minimum $500 million 10-year investment to encourage biotech and entrepreneurship may soon become a reality for Kansas. With Gov. Kathleen Sebelius' approval of the Kansas Economic Growth Act, Kansas will set in motion a variety of new programs to encourage research, innovation and technology commercialization.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. The plan calls for the state to invest at least $500 million over the next 10 years through a variety of new programs to encourage research, innovation and technology commercialization.

Tech-based economic development remains high on the agendas of the most of the governors who gave State of the State or Budget Addresses this week. Selected excerpts are provided below:

James Souby, executive director of the Western Governors' Association for the past 13 years, is resigning to become president and CEO of a new private think tank.

A group of Kansas City bi-state community development organizations, led by KCCatalyst and the Kansas City Area Life Sciences Institute (KCALSI), released a report Friday that illustrates Kansas City’s bi-state life sciences initiative and lays out how the region can become a national and global center for life sciences research and commercialization.

Gov. Kathleen Sebelius made public on Wednesday the details of a statewide economic revitalization plan designed to stimulate and strengthen the Kansas economy. Included in the plan are several items that could help boost tech-based economic development (TBED) in the state:

Tim Witsman recently resigned as president of the Wichita Area Chamber of Commerce to pursue other opportunities in the community. Witsman headed the area's lead economic development agency for 15 years.

Jerry Lonergan is Kansas Inc.'s new president.

Judy McKinney-Cherry is the new director of the Delaware Economic Development Office.

Lt. Gov. Gary Sherrer has left his position as secretary of the Kansas Department of Commerce and Housing to become executive vice president with GoldBanc Corp. Sherry Brown, who had retired from the department, will return to serve as interim secretary.

John Wik, director of Delaware's economic development office, is resigning in September to pursue interests in the private sector.

Sandy Johnson, interim CEO of the Mid-American Manufacturing Technology Center, was appointed to the position on a permanent basis.

Ken Berlack, formerly communications director for the National Commission on Entrepreneurship, has joined KCCatalyst, a regional organization dedicated to encouraging technological innovation and entrepreneurship in the Greater Kansas City area.

Tracy Taylor has been named to serve as CEO for the Kansas Technology Enterprise Corp (KTEC). Taylor fills the position vacated by Rich Bendis.
