Minnesota Gov. Tim Pawlenty recently unveiled four energy initiatives to promote clean energy R&D and the use of renewable energy technologies in the state. Through a combination of executive orders and legislative proposals, the programs are intended to push Minnesota towards its goals of having 25 percent of the state’s energy come from renewable sources by 2025 and reducing the state’s greenhouse emissions 80 percent by 2050. July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. A web-based directory of more than 875 state and federal initiatives managed by the center helps prove that point.

Study Suggests Cultural Changes in Universities Could Be Key to Promoting Greater Tech Transfer

Norma Grace, vice chancellor for technology and economic development at the University of New Orleans, has been elected as the 2004-05 president of the Association of University Research Parks.

Peter Bianco has been named executive director of University Enterprise Laboratories, a nonprofit entity created by the University of Minnesota that provides incubator laboratory space for bioscience start-up companies.

Louisiana Gov. Kathleen Blanco appointed state bond commisssion director Sharon Perez to serve as undersecretary for the Louisiana Department of Economic Development, and Secretary Michael Olivier named Dane Revette director of the agency's energy cluster.

Jacques Koppel, president of Minnesota Technology, Inc. since 1991, announced his resignation on July 28. Under Mr. Koppel's leadership, MTI worked with more than 5,600 manufacturing and technology companies around Minnesota, helping the state's economy realize gains of more than $700 million in the process.

Minnesota Governor Tim Pawlenty recently announced the formation of a Biodiesel Task Force to accelerate development of the state's biodiesel industry. The nine-member group will advise the Minnesota Department of Agriculture (MDA) on methods to increase production and use of biodiesel in Minnesota.

An update to Louisiana: Vision 2020, a strategic plan to improve the Louisiana economy, calls for creating more quality jobs in the state's high growth sectors. First released by the Louisiana Economic Development Council in 1998, the newly revised plan also stresses the need to place increased importance on early childhood education, teacher quality and math and reading performance among high school students as keys to boosting student achievement.

The U.S. Department of Homeland Security (DHS) recently selected Texas A&M University and the University of Minnesota to lead the second and third Homeland Security Centers of Excellence (HS-Centers).
