Tech Talkin' Govs 2005, Part One
Most of the nation's governors use the winter months to publicly lay out their agendas, visions and budget requests for the coming year. The text of State of the State Addresses, Budget Messages and, to a lesser extent, Inaugural Addresses, often reveals each governor's legislative priorities and new initiatives to be pursued over the coming months.
Delaware Gov. Wants $34M for Tech-based ED
As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. The $34 million package is expected to generate at least $16 million more in federal and private match. Many of the elements of the plan were recommended by the governor's Strategic Economic Council.

Vic Johnson, Director for Policy, Planning & Technology in the Louisiana Department of Economic Development (LDED), is taking the position as manager of the Technology Transfer Office of the Louisiana Business & Technology Center. Mark Galyean will be handling Vic’s responsibilities at LDED.

Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Louisiana Tech Fund Gets $2.3M for Startups
Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.
Website, Reports Stress Importance of States' Fuel Cell Incentives
While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. A web-based directory of more than 875 state and federal initiatives managed by the center helps prove that point.

Southern Growth Seeks Input on Innovation Survey
Southern Growth Policies Board has launched its 2006 online survey at http://www.southern.org/main/surveyintro.shtml to poll Southern citizens on their attitudes towards innovation and technology, and their role in the economic future of the region.

Louisiana Gov. Kathleen Blanco appointed state bond commisssion director Sharon Perez to serve as undersecretary for the Louisiana Department of Economic Development, and Secretary Michael Olivier named Dane Revette director of the agency's energy cluster.
North Dakota TBED Efforts Receive $1.2M from EDA
Securing the multi-year funding needed to properly ramp up technology-based economic development (TBED) initiatives can be difficult in states with annual budget cycles and tight revenue streams. Fortunately, there is one federal agency that provides financial assistance increasingly toward local and regional projects matching the interests of the nation's TBED community.

Governor's $30.5M New Economy Initiative Funded in Delaware
July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.
North Dakota Gov. Includes $50M for Centers of Excellence in Budget Request
In an effort to increase the economic impact of the state's university-based research, Gov. John Hoeven has included $50 million in his 2005-07 budget request to create Centers of Excellence on each of the North Dakota 's college campuses.

Norma Grace, vice chancellor for technology and economic development at the University of New Orleans, has been elected as the 2004-05 president of the Association of University Research Parks.
Delaware Funds Two New Centers
The Delaware Economic Development Office recently announced the selection of two new Advanced Technology Centers (ATC). The Centers will focus on semiconductors and advanced optics.
The Centers are public/private partnerships designed to bolster Delaware's technology base and to create and retain quality high-tech jobs. The State of Delaware is investing $4 million over three years in these two Centers through grants from the 21st Century Fund.
National Governors' Association Has New Chairman
Ohio Governor George V. Voinovich, began his term as the National Governors' Association (NGA) Chairman at the association's annual meeting in Las Vegas this week. He succeeded Nevada Governor Bill Miller.
Governor Tom Carper, a Democrat from Delaware, has been chosen as the Association's Vice-Chairman. Governor Carper will become Chairman of NGA next summer when Governor Voinovich's term expires.

Carolina Cruz is the first director of the Louisiana Immersive Technologies Enterprise, a $20 million research facility developed jointly by the University of Louisiana at Lafayette and the Louisiana Economic Development Authority.
North Dakota Starts Phase I of Statewide Broadband Network
In an effort to provide quality, high-speed telecommunications services throughout the state, North Dakota has committed $3 million for the first phase of a broadband telecommunications network that is expected to cost the state $20 million when completed. When the first phase is finished later this year, 218 locations in 64 communities will be connected.

$1 M from AT&T to Support Tech Capacity at Historically Black Colleges
AT&T has made a $1 million grant to support the development of technological expertise in 13 institutions of higher education in Virginia, North Carolina, Delaware, Maryland and West Virginia.
The grant was made to the Virtual Institute for Technology Advancement in Education and Historically Black Colleges and Universities (VITAE- HBCU). The VITAE-HBCU program is a partnership to foster collaboration between Virginia Tech and the HBCUs.
