Comprehensive Internet Studies Issued in Maryland, Maine
Two recent studies on Internet usage in Maryland and Maine offer detailed maps of broadband infrastructure. The studies offer some insights on how businesses and, in the case of Maryland, private citizens are accessing the Internet. One of the biggest obstacles many communities and states face to building tech-based economies is convincing traditional businesses, institutions and the general population to embrace change, technological advance, and innovation. A common element of many strategic plans is at least one recommendation or even an entire report dedicated to changing perceptions of the community or state toward being a technology mecca — or at least getting people to think about and recognize the importance of science and technology investments.
Maine Voters Approve $35 Million in Tech-based ED Bonds
The results of Tuesday's primary election in Maine reveal the state's voters continue to be committed to improving their economy through technology-based economic development. Winning approval at the ballot was Question 2, allocating $35 million in bond revenues for 11 specific projects - a majority of which were tied directly to research and technology-based economic development.
Maine Legislature Approves More than $69 Million for Science and Technology
The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. More than 20 percent of Maine's appropriated surplus budget was dedicated to increased monies for existing science and technology programs as well as substantial investment in new initiatives. MSTF Study Assesses Maine's Technology-intensive Industries
A new report assessing Maine's seven targeted technology sectors represents the first systematic attempt to analyze the growth of the state's industry clusters. The report, Assessing Maine's Technology Clusters, was prepared for the Maine Science and Technology Foundation (MSTF) by the University of Southern Maine's Muskie School.
Maine-NIST Form Unique Partnership
Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.
Delaware Creates Biotech Institute and Passes R&D Tax Credit

In what could be the beginning of a new trend in state economic development incentive/inducements, bills receiving bi-partisan support in the Michigan and Delaware state legislatures would address businesses= needs for more technically skilled workers by having the states pick up the students' tab for community college tuition and technical training.
Maine Issues S&T Report Card
The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.
MAINE RESIDENTS TO VOTE ON BOND ISSUE
Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.
If passed, funding from the bond issue would be allocated to the following:

Sue Rhoades, formerly of Delaware, has taken a new position with Pennsylvania's Ben Franklin Partnership as State Coordinator. She will be working with the four regional Ben Franklin Technology Centers on a variety of statewide collaborative and strategic initiatives. The Delaware Economic Development Office (DEDO) is seeking a Manager of Technology Programs to fill Sue’s position. The DEDO is the state agency responsible for economic development in Delaware.

Massachusetts Manufacturing Extension Partnership is seeking an Executive Director, who will oversee a staff of approximately 20 and a budget of more than $3 million. The successful candidate will be able to create a vision for the growing organization, the leadership skills to achieve that vision, and a strong interest in the growth and success of manufacturing. $1 M from AT&T to Support Tech Capacity at Historically Black Colleges
AT&T has made a $1 million grant to support the development of technological expertise in 13 institutions of higher education in Virginia, North Carolina, Delaware, Maryland and West Virginia.
The grant was made to the Virtual Institute for Technology Advancement in Education and Historically Black Colleges and Universities (VITAE- HBCU). The VITAE-HBCU program is a partnership to foster collaboration between Virginia Tech and the HBCUs.
Delaware Selects Three Centers
The State of Delaware has selected its first three Advanced Technology Centers (ATCs), public/private partnerships designed to bolster the state's technology base and to create and retain quality high-tech jobs. The centers will receive $2.31 million from the state's 21st Century Fund for their first year of operation and are eligible for two more years of state funding given satisfactory performance.

President of MSTF Named
Joel B. Russ was recently named the new president of the Maine Science and Technology Foundation (MSTF). Prior to accepting this position, Russ served as the President and CEO of the Chamber of Commerce of the Greater Portland Region, as well as serving as a member of the MSTF's Board of Directors. MSTF is a state-chartered, non-profit organization whose mission is to stimulate science and technology-driven economic growth in Maine.
Delaware Funds Two New Centers
The Delaware Economic Development Office recently announced the selection of two new Advanced Technology Centers (ATC). The Centers will focus on semiconductors and advanced optics.
The Centers are public/private partnerships designed to bolster Delaware's technology base and to create and retain quality high-tech jobs. The State of Delaware is investing $4 million over three years in these two Centers through grants from the 21st Century Fund.
National Governors' Association Has New Chairman
Ohio Governor George V. Voinovich, began his term as the National Governors' Association (NGA) Chairman at the association's annual meeting in Las Vegas this week. He succeeded Nevada Governor Bill Miller.
Governor Tom Carper, a Democrat from Delaware, has been chosen as the Association's Vice-Chairman. Governor Carper will become Chairman of NGA next summer when Governor Voinovich's term expires.
