Former New Mexico Gov. Garrey Carruthers (1987-1990) has been named vice provost for economic development at New Mexico State University.

July has been a tech-friendly month for Delaware Gov. Ruth Ann Minner. On July 14, the Biotechnology Industry Organization (BIO) named her "BIO Governor of the Year," recognizing her contributions toward growing the state's biotechnology industry, one of the strongest concentrations in the country. Further attesting to her grasp of biotech issues, Gov. Minner also serves as a co-chair of the National Governors Association Biotechnology Partnership.

Richard Baier has been appointed director of the Nebraska Department of Economic Development.

Nebraska Governor Mike Johanns has appointed Richard Baier as the state's first rural development director. Baier will work closely with the new Nebraska Rural Development Commission.

Larry Willard, president of the University of New Mexico Board of Regents, is leaving the position to become chairman of the New Mexico Economic Development Corp.

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. The University of Nebraska Technology Park has named Steve Frayser as president.

As promised in her 2004 State of the State Address, Gov. Ruth Ann Minner released a New Economy Initiative last week that includes several new elements to encourage economic growth in Delaware. Judy McKinney-Cherry is the new director of the Delaware Economic Development Office.

John Wik, director of Delaware's economic development office, is resigning in September to pursue interests in the private sector.

Chuck Henderson has announced he will retire as president of the University of Nebraska's 130-acre Technology Park next June.

At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.
