For the second year in a row, Florida cities dominate the Milken Institute's top 200 largest U.S. metropolitan areas in the ability to create and sustain jobs. The top performer, Palm Bay-Melbourne-Titusville, moved up 31 places from last year and is followed by last year's top scorer, Cape Coral-Fort Myers, and Naples-Marco Island, respectively.

Michigan Governor John Engler on Thursday unveiled NextEnergy— a comprehensive economic development plan to make Michigan a leader in the research, development, commercialization and manufacture of alternative energy technologies such as hydrogen fuel cells.

Michigan Governor John Engler recently signed Senate Bills 880, 881 and 999 to help make high-speed Internet connections available and affordable to consumers across the state. Almost unanimously approved in the Michigan House and Senate, the Governor’s broadband initiative was supported by a coalition of more than 50 statewide associations, local groups and companies. Senate Bill 1844, signed by Governor Jeb Bush this week, provides $30 million to create Centers of Excellence and includes several other key elements of the Florida Technology Development Initiative, proposed by Governor Bush in his State of the State speech this year.

The University of Florida is seeking a creative and versatile individual to assist in partnership development and commercialization of technologies for UF and its sponsoring agencies. The primary responsibility for this position will be to serve as Deputy Director for the Environmental Systems Commercial Space Technology Center (ES CSTC), a NASA sponsored environmental research center.

Earlier this week, the Michigan Economic Development Corporation (MEDC) and the Michigan Business Roundtable released a benchmarking study that used 140 indicators across seven areas to compare the state's competitiveness with 17 other states.

Last week, the Michigan Economic Development Corporation (MEDC) announced the findings of Michigan: The High-Technology Automotive State, a new study that demonstrates that the state’s high-tech workforce is dramatically larger than previously reported by national rankings. The MEDC study shows that the American Electronics Association (AEA) uses a narrow definition of high-tech in their annual ranking, Cyberstates 4.0, which was released the next day.

The Center for Economic Forecasting and Analysis at Florida State University has completed a New Economy index for Tallahassee, showing how the Florida capital compares with 66 MSAs and, in a second analysis, a comparison of 20 Florida MSAs. Tallahassee ranks 11th among all MSAs assessed, a finding the authors suggest confirms "the city's economy has a number of very strong advantages."

Florida's High Tech Corridor and LaGrange, Georgia, have been named two of the world's top seven "intelligent" communities in a recent report by the Intelligent Community Forum (ICF), a project of the New York-based telecommunication group World Teleport Association.

Enterprise Florida has named Darrell Kelley as its new president and chief executive officer effective August 5. Kelley currently is the president of the defense-related technology incubator, MILCOM Technologies.

The new Michigan Economic Development Corporation has released its strategic plan to increase the growth of technology-related jobs in the state. The report, State Smart: Michigan, outlines more than $6 million in new initiatives and several tax incentives to encourage technology-based growth in three key industry sectors: life sciences, information technology and advanced manufacturing.

The plan's initiatives are divided among three categories:

Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. The Florida legislature recently approved legislation creating the Florida Space Research Institute (FSRI), an independent, industry-led organization designed to coordinate the space-related research capabilities of several public and private universities. FSRI will strive to expand the universities’ involvement in space research and education, and to insure that state academic resources are available to support the space-related needs of industry, NASA, and the military.

Janice Whitehouse was named president of CyberMichigan, an institute within the nonprofit Altarum.

With a $50 million appropriation in FY 2000, the State of Michigan has made the first installment toward spending $1 billion over the next 20 years for life sciences research, development, and commercialization. The funding is derived from Michigan's tobacco settlement. Other public and private sources are expected to match much of the state's investment over the two decades.

Brent Gregory has announced his resignation as Vice President for Technology Development with Enterprise Florida to accept a position in the private sector.
