With state revenues posting a surplus, Florida Gov. Jeb Bush used his 2006-07 budget proposal to make his largest request yet to support efforts to diversify the state's economy through technology-based economic development (TBED). In total, the budget provides $630 million for several new research-focused initiatives, business recruitment funds, and other economic development programs.

North Carolina Gov. Mike Easley was recently joined by Congressional, university, and local and business representatives last week in announcing a 180-acre expansion of Piedmont Triad Research Park in downtown Winston-Salem. The biotech park will include a new research campus for Wake Forest University School of Medicine.

A new report, Just Clusters: Economic Development Strategies that Reach More People and Places, from Regional Technology Strategies, Inc. (RTS) finds that while cluster-based economic development strategies have the potential to expand opportunities for disadvantaged populations and rural regions, most current cluster strategies do not pay attention to equity issues. The project was made possible through a grant from the Ford Foundation.

Biotechnology has enormous potential for North Carolina's future, but the state's economic development strategy must be broader than any single industry and must include growth-from-within strategies, concludes a report published by the Institute for Emerging Issues at North Carolina State University.

For the second year in a row, Florida cities dominate the Milken Institute's top 200 largest U.S. metropolitan areas in the ability to create and sustain jobs. Community colleges can play an important part in shaping the workforce in the science and technology (S&T) sector. For example, with the growth in biotech, there is an increasing need for technicians in the biotech field and workers are finding that they can prepare for these jobs rather quickly in community colleges. Technicians in biotech manufacturing facilities generally have two-year specialized training or an associate degree from a technical or community college, according to the U.S.

The Center for Economic Forecasting and Analysis at Florida State University has completed a New Economy index for Tallahassee, showing how the Florida capital compares with 66 MSAs and, in a second analysis, a comparison of 20 Florida MSAs. Tallahassee ranks 11th among all MSAs assessed, a finding the authors suggest confirms "the city's economy has a number of very strong advantages."

Florida's High Tech Corridor and LaGrange, Georgia, have been named two of the world's top seven "intelligent" communities in a recent report by the Intelligent Community Forum (ICF), a project of the New York-based telecommunication group World Teleport Association.
