This year, the Florida Legislature focused a great deal of attention on TBED issues, approving and continuing its support for several tech-related programs. Though Gov. Charlie Crist's proposed $20 million investment in stem cell research did not survive the legislative session, initiatives designed to encourage other cutting-edge research, improve access to capital and attract promising companies garnered more than $400 million in the state budget.

 

A number of crucial TBED initiatives introduced earlier this year by North Dakota Gov. John Hoeven were recently enacted by the state legislature, including a $42 million renewable energy plan, $20 million in new funding for university-based Centers of Excellence, a 25 percent R&D tax credit, and additional investments in research and workforce development.

 

John Adams, director of the Laredo Development Foundation, will become the new director of Enterprise Florida.

Darrell Kelley, CEO of Enterprise Florida for the past three years, will retire on Aug. 1.

With the recent passage of the state's biennial budget, North Dakota's universities and colleges can now compete for a share of $20 million in matching funds to create Centers of Excellence. The money is the first installment of the state legislature's $50 million commitment to the Centers program, which is the centerpiece of Gov. John Hoeven's initiatives to transform the state's economy toward science and technology.

Many communities around the country have established authorities to oversee the real estate, infrastructure and management issues of their technology parks. Few of those authorities, however, provide direct grants to support industry-university R&D or commercialization projects. This more proactive approach to growing future tenants is the thinking behind a pilot program created last year for the Leon County Research and Development Authority (LCRDA) in Tallahassee.

Statewide efforts addressing all of higher education's public purposes are needed to combat the increasing competition and privatization sweeping the nation's public colleges and universities, says a new report from the Futures Project, Correcting Course: How We Can Restore the Ideals of Public Higher Education in a Market-Driven Era.

North Dakota Governor John Hoeven dedicated the lion's share of his State of the State Address to promoting a vision of economic growth for the state based entirely on technology-based economic development. The proposals centered on more than a dozen new university-based Centers of Excellence and new tax credits.

Jay F. Honeycutt, the director of NASA's Kennedy Space Center (KSC), has announced his plans to retire from NASA in early 1997. He became director in 1995.

The South Florida Manufacturing Technology Center (SFMTC), a regional office of the Florida Manufacturing Extension Partnership, is currently seeking a Director. SFMTC is located in Pompano Beach, Florida and serves seven counties along Florida's southeast coast: Broward, Dade, Martin, Monroe, Okeechobee, Palm Beach, and St. Lucie.

The Florida Manufacturing Extension Partnership (FMEP) is seeking a Director who possesses the skills that are needed for the corporation to excel. The applicant should be an innovator and entrepreneur as well as a leader and a team builder with excellent communication skills.

The Florida legislature recently approved legislation creating the Florida Space Research Institute (FSRI), an independent, industry-led organization designed to coordinate the space-related research capabilities of several public and private universities. FSRI will strive to expand the universities’ involvement in space research and education, and to insure that state academic resources are available to support the space-related needs of industry, NASA, and the military.

While many states are adding multi-million programs to their science and technology portfolio, state-led S&T efforts in much of the North Central United States are still suffering. The latest example was the elimination of North Dakota’s two largest programs this summer.

Brent Gregory has announced his resignation as Vice President for Technology Development with Enterprise Florida to accept a position in the private sector.
