Georgia Research Alliance Seeks $40M Dedicated VC Fund
Georgia Gov. Sonny Perdue this month proposed a new $40 million Georgia Research Alliance (GRA) Venture Capital Fund to be fueled by $10 million from the state legislature and subsequently matched with $30 million from the private sector. Of the entire suite of GRA initiatives, this will be the first program not funded entirely by the state of Georgia.
Minnesota Governor Announces Clean Energy Initiatives
Minnesota Gov. Tim Pawlenty recently unveiled four energy initiatives to promote clean energy R&D and the use of renewable energy technologies in the state. Through a combination of executive orders and legislative proposals, the programs are intended to push Minnesota towards its goals of having 25 percent of the state’s energy come from renewable sources by 2025 and reducing the state’s greenhouse emissions 80 percent by 2050. Missouri Approves $32M for Bio-Ag Research, TBED
Two bills passed by the Missouri General Assembly last week include more than $32 million to support new initiatives to promote TBED activities in the state. Programs to support bio-agricultural research, technology commercialization and business growth won the lion's share of the new appropriations.
Minnesota Approves Energy Initiative, Funding for TBED

Missouri Gov. Signs 'Jobs Now' Bill
New manufacturer training funds, enhanced enterprise zones, and new economic development infrastructure loans are among the incentives included in Missouri's Jobs Now legislation, signed into law by Gov. Bob Holden on July 8. Passage of key elements of the package was one of the governor's top priorities for the legislative session and was considered critical for securing the new 1,200-employee H&R Block headquarters in downtown Kansas City, according to local news reports.

Georgia's Rural Divide Program Threatened in Budget Battle
The FY 2004 budget passed by the Georgia Senate last week eliminates all $32 million the House approved for the OneGeorgia Authority, the state's loan and grant program targeting rural tech-based and traditional economic development. Created in 2000, the OneGeorgia Authority was anticipated to spend $1.6 billion over 25 years (one-third of the state's tobacco settlement funds) to assist the state's most economically challenged areas based on unemployment and poverty rates.
