David Gibson, chief business officer of The Governor's Office of Economic Opportunity in Montana, has accepted a new position as associate commissioner for economic development. Beginning Jan. 3, Gibson will serve under Commissioner of Higher Education Sheila Stearns.

Patrick Tam resigned last month as executive director of the Spokane Intercollegiate Research and Technology Institute.

Montana Gov.-elect Brian Schweitzer tapped Tony Preite to serve as director of the state Department of Commerce. Priete is currently director of the office of commercialization and economic development outreach at the University of Montana and is a former regional director for the Colorado office of the Economic Development Administration.

A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Eastern Idaho Economic Development Council has changed its name to Grow Idaho Falls Inc. to better convey its mission.

Blatant SSTI Conference Plug

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.

The Washington Technology Center (WTC) has created a new program that will make obtaining access to early-stage seed capital easier for companies outside the Puget Sound. WTC is Washington's statewide science and technology organization.

Washington Governor Gary Locke signed legislation last week that will give a tax break for research and development (R&D) firms. HB 1462 – passing unanimously, 96-0, in the State House and by a majority, 41-4, in the State Senate – prohibits Washington's local governments from taxing the intellectual property of these companies.

Elizabeth Sellars is the new manager of Idaho Operations for the Department of Energy.
