It only seems natural that SSTI celebrate the premiere professional development event for the nation's tech-based economic development community in 2009 in a state that, for 20 years, has pioneered innovative approaches to transform regional economies -­ Kansas. SSTI's 13th annual conference and pre-conference workshops will be held at the Sheraton Overland Park Hotel on Oct. 20-22, 2009.

It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. Flanked by the Kansas Senate President and House Speaker, Republican legislators unveiled on Tuesday a two-pronged agenda to encourage entrepreneurship and biotechnology across the state. The plan calls for the state to invest at least $500 million over the next 10 years through a variety of new programs to encourage research, innovation and technology commercialization.

To promote biotech in Baton Rouge, a new study sponsored by Capital Region Competitive Strategy (CapStrategy) recommends constructing an "idea pipeline" to better commercialize the intellectual property and research generated in the region's universities, hospitals and research institutes. CapStrategy, a nonprofit, cluster-based economic development initiative, operates under the Chamber of Greater Baton Rouge and represents nine parishes in the region.
