Pam McDonough, director of the Department of Commerce and Community Affairs for the past four years, has been appointed to the Illinois Labor Relations Board by outgoing Governor George Ryan. Joseph Hannon will serve as the department's director for the remainder of Ryan's term, which ends in January.

AUTM Uncovers $1 Billion in Higher Education Royalties
More than $1.26 billion in royalties were collected by U.S. colleges and universities in FY 2000, according to the tenth annual licensing survey released by the Association of University Technology Managers (AUTM). In addition, the FY 2000 Annual AUTM Licensing Survey reported 347 new products were introduced to market and at least 454 spin-off companies were created by the institutions, where inventors filed for more than 8,500 U.S. patents.

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Planning is underway for SSTI's fourth and largest annual gathering of S&T policymakers and practitioners. The event will be held October 3-4, 2000 in Chicago, Illinois. As in the past, two limited-seating in-depth workshops will precede the conference on Monday, October 2.

Illinois Creates $60 Million Tech VC Fund
The Illinois General Assembly has passed legislation to encourage venture capital investment in technology businesses across the state. HB3212 creates the Technology Development Fund, which permits the State Treasurer to use up to 1 percent of the state's total investment portfolio for equity investments through Illinois venture capital firms.
New Hampshire Lays Out Local Potential for Biotech
Besides supporting life science research in universities, one of the other key areas states and communities are using to encourage the growth of a local biotech industry is by supporting an increase in the availability of wet lab and other biotech facilities. Biotech space, however, is extremely expensive compared to other traditional tech incubator facilities for a variety of reasons (design, HVAC, environmental, security, regulatory, etc.)

$16.5M PROPOSED FOR ILLINOIS S&T PROGRAMS
In his first budget address, Illinois Governor George Ryan outlined a series of initiatives which would catapult Illinois into the top tier of states for technology-based economic development spending. Coupled with the $3-million-plus technology initiative announced earlier this year by Chicago Mayor Richard Daley, Illinois S&T investments could grow to $20 million annually, a threshold only six other states have crossed and maintained: Georgia, New York, North Carolina, Ohio, Pennsylvania, and Texas.
