The National Business Incubation Association (NBIA) has released a new report that confirms that business incubators are helping to build healthy, long lasting businesses, and they are doing it at minimal cost with a good return on investment to supporters.

Former Ohio Governor Richard F. Celeste was sworn in as the United States Ambassador to India last week. Celeste has been a leader in the field of technology-based economic development for the last 15 years. While governor, Celeste established Ohio's Thomas Edison Program.

The State Science and Technology Institute (SSTI) recently released an issue brief that examines the current efforts of states to write and implement science and technology strategic plans. The report is entitled An Overview of State Science & Technology Strategic Planning.

The Modernization Forum, a national association for the manufacturing extension community, seeks a project manager to join its team of professionals who work with the manufacturing extension community nationwide.

The Commission was created in 1988 by the Carnegie Corporation of New York to help government institutions respond to the unprecedented advances in science and technology transforming the world.

The State Science and Technology Institute (SSTI) recently released an issue brief that examines specific tax incentives offered by the states to encourage research and development (R&D) activity. The report, State Research and Development Tax Incentives, identifies tax incentives for R&D offered in 1996 by individual states and describes their major attributes. It also considers the use and cost of the incentives.

Japan is on schedule to double the government's R&D investment by the year 2000, according to a June 13 National Science Foundation Issue Brief.

Ireland, a country the geographic size of West Virginia and with only four million citizens, about the same as Kentucky, is launching a comprehensive strategy to significantly strengthen the nation's position in the knowledge economy by 2013. And it is investing 2.7 billion Euros by 2008 - or $3.4 billion U.S. - toward implementing more than 75 specific action items.

The State Science and Technology Institute is sponsoring its second annual conference "Science and Technology Programs: Catalysts for Economic Growth" on September 23 and 24.

The conference will explore best practices, trends, and new developments in technology-based economic development programs.

Youngs was selected from a field of 53 Small Business Administration (SBA) small business winners representing the fifty states, the District of Columbia, Puerto Rico, and Guam.
