A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. Tim Witsman recently resigned as president of the Wichita Area Chamber of Commerce to pursue other opportunities in the community. Witsman headed the area's lead economic development agency for 15 years.

Lt. Gov. Gary Sherrer has left his position as secretary of the Kansas Department of Commerce and Housing to become executive vice president with GoldBanc Corp. Sherry Brown, who had retired from the department, will return to serve as interim secretary.

The Rhode Island Economic Policy Council has named Jerry Schaufeld as director of the Samuel Slater Technology Fund.

Envirogen, Inc. cofounder Ronald Unterman will be the executive director of the newly created Slater Center for Marine & Environmental Technologies. The center was created through the merger of two existing Slater centers.

William Parsons is serving as acting executive director of the Rhode Island Economic Development Corp. Parsons is the vice president of operations.

Sandy Johnson, interim CEO of the Mid-American Manufacturing Technology Center, was appointed to the position on a permanent basis.

The Rhode Island Technology Council has appointed Katherine O'Dea as director of workforce development and JoAnn Johnson as manager of education partnerships.

Tom Schumpert, director of the Rhode Island Economic Development Corporation for the past two years, is leaving to become executive director of the metro center of Roger Williams University in Providence. His responsibilities will include strengthening the university's relations with corporations and the community.

Ken Berlack, formerly communications director for the National Commission on Entrepreneurship, has joined KCCatalyst, a regional organization dedicated to encouraging technological innovation and entrepreneurship in the Greater Kansas City area.
