Louisiana Gov. Kathleen Blanco has appointed Michael Olivier to serve as Secretary of Louisiana Economic Development. Olivier was president and CEO of the Harrison County Development Commission in Gulfport, Miss., for 17 years.

Two years following its creation, the Louisiana Technology Fund has $2.3 million to help the early-stage technology companies for which it was intended, the Baton Rouge-based Advocate reported earlier this month. The fund stems from 2002 legislation that revived Louisiana's Certified Capital Companies (CAPCOs) program.

While the federal government supports fuel cell research, nearly every state across the country has taken a more active role in advancing the development and commercialization of fuel cell and renewable energy technologies, according to two recent reports from the North Carolina State University Solar Center. A Visa analysis of innovation and creativity among the nation’s top 50 metro areas has Seattle ranked first in combined scoring, followed by Austin, Nashville, Minneapolis and Washington, D.C. Visa’s Innovation Index measures entrepreneurialism, community support and creativity on a per capita basis throughout the major Metropolitan Statistical Areas.

Gov. Rick Perry announced last month a long-term, strategic job creation plan that will focus state efforts on six industry clusters that economists say will be the engine of future job creation and economic growth in the U.S. Although the state already has an advantage in terms of a growing workforce, the key is retaining workers that are skilled and trained in emerging technology fields, the governor said.

Balancing the role of universities and colleges in economic development can be tricky, as Dr. Bok points out in his new book (see article above), but its important role in building stronger tech-based economies cannot be overstated. SSTI’s 7th annual conference, to be held in Seattle on October 21-22, presents the best opportunity of the year for developing a great understanding of the most effective ways for local and state economies to benefit from the academic research enterprise.
