Bob Filka, vice president of strategic initiatives for the Michigan Economic Development Corporation, is leaving to become chief operating officer of the Michigan Broadband Authority Board. William Rosenberg will become the new board's first director.

Douglas Foy, Secretary for Commonwealth Development for Massachusetts, announced his resignation effective in March.

Michigan Governor John Engler on Thursday unveiled NextEnergy— a comprehensive economic development plan to make Michigan a leader in the research, development, commercialization and manufacture of alternative energy technologies such as hydrogen fuel cells.

The Institute for Government Innovation at Harvard University's John F. Kennedy School of Government recently announced open competition for its 2002 annual awards program.

Michigan Governor John Engler recently signed Senate Bills 880, 881 and 999 to help make high-speed Internet connections available and affordable to consumers across the state. Almost unanimously approved in the Michigan House and Senate, the Governor’s broadband initiative was supported by a coalition of more than 50 statewide associations, local groups and companies. As a means of highlighting the performance and composition of state economies, Harvard's Institute for Strategy and Competitiveness, led by Dr. Michael Porter, has published profiles on all 50 states and the District of Columbia.

Earlier this week, the Michigan Economic Development Corporation (MEDC) and the Michigan Business Roundtable released a benchmarking study that used 140 indicators across seven areas to compare the state's competitiveness with 17 other states.

The July-August issue of Technology Review, MIT's Magazine of Innovation, includes a special report on university research. The TR University Research Scorecard, written by TR associate editor Rebecca Zacks, ranks the top U.S. universities for their performance in patent quality (called "technological strength") and licensing revenues.

Last week, the Michigan Economic Development Corporation (MEDC) announced the findings of Michigan: The High-Technology Automotive State, a new study that demonstrates that the state’s high-tech workforce is dramatically larger than previously reported by national rankings. The MEDC study shows that the American Electronics Association (AEA) uses a narrow definition of high-tech in their annual ranking, Cyberstates 4.0, which was released the next day.

Louis Soares, project manager for workforce development at the Rhode Island Technology Council (RITEC), is leaving to accept a fellowship at the JFK School of Government at Harvard University.

The new Michigan Economic Development Corporation has released its strategic plan to increase the growth of technology-related jobs in the state. The report, State Smart: Michigan, outlines more than $6 million in new initiatives and several tax incentives to encourage technology-based growth in three key industry sectors: life sciences, information technology and advanced manufacturing.

The plan's initiatives are divided among three categories:

Yahoo! Internet Life magazine has named its 1999 list of the "100 most wired" colleges and universities.  This is the third year in which the magazine has published the list. Listed  in the top five are: Case Western Reserve University (OH); Massachusetts Institute of Technology; Wake Forest University (NC); the New Jersey Institute of Technology;  and, Rensselaer Polytechnic Institute (NY).

Two new, free resources are available that provide access to statistical data that can be used for a wide variety of analytic processes, including impact assessment, regional measurement, strategic planning and program design.

Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. The Massachusetts Technology Collaborative (MTC) released its second annual Index of the Massachusetts Innovation Economy earlier this month. The report tracks 31 performance indicators and explores the implications of each indicator on the long-term growth and stability of the Massachusetts economy.

The National Collegiate Inventors and Innovators Alliance (NCIIA) seeks proposals that support innovation, invention, and entrepreneurship programs in U.S. colleges and universities. Through December 1999, NCIIA will award $400,000 in grants to faculty and students of member institutions. The next deadline is December 15, 1999.

Janice Whitehouse was named president of CyberMichigan, an institute within the nonprofit Altarum.

With a $50 million appropriation in FY 2000, the State of Michigan has made the first installment toward spending $1 billion over the next 20 years for life sciences research, development, and commercialization. The funding is derived from Michigan's tobacco settlement. Other public and private sources are expected to match much of the state's investment over the two decades.

There is potential trouble ahead for R&D and those states with relatively low levels of federal support will be impacted most severely, according to the Massachusetts Technology Collaborative's Analysis of the Impact of FY 2000 Federal R&D Investment Scenarios on Economic Growth.
