Massachusetts Innovation Index Reports Shrinking High-Tech Labor Pool in Leading Technology States
The gradual aging of the American workforce and the domestic migration of young workers may be at fault for slow economic growth in many states that have historically been successful in promoting high-tech business, according to this year’s Index of the Massachusetts Innovation Economy.

Robert Coughlin will replace Thomas Finneran as the new head of the Massachusetts Biotechnology Council by October. Coughlin is Gov. Deval Patrick's undersecretary for business development.

Gov. Patrick has appointed Sharon Gillett to head the newly created Massachusetts Department of Telecommunications and Cable. Gillett previously served as a principal research associate and chair of the Broadband Working Group for the industry-sponsored Communications Futures Program at the Massachusetts Institute of Technology and was a member of the Boston Wireless Task Force.
Southern Growth Investigating Drivers for Industrial R&D

North Carolina Renews Commitment to Statewide Connectivity
North Carolina took another step toward improving technology-based economic opportunity for its citizens when Gov. Michael Easley signed into law House Bill 1194 earlier this month. The bill creates the e-NC Authority, which will continue the work of the existing Rural Internet Access Authority for three more years, beginning January 2004.
Biotech in North Carolina Gets $64.5M Boost
More workers in North Carolina will be trained for jobs in biotechnology, thanks to the Golden LEAF Foundation's recent $60 million commitment to the emerging industry. In all, $64.5 million is going toward a training initiative, with North Carolina's biotech industry expected to contribute $4.5 million.
Western North Carolina Looks to Speed TBED in 'Future Forward' Plan
After months of analyzing data and hundreds of interviews, organizers of western North Carolina's Future Forward economic development strategy only await the study's approval by local governments. Future Forward is aimed at improving economic development conditions for 12 counties in the Western Piedmont and Mountains of North Carolina located in the 10th and 11th Congressional Districts — Alexander, Burke, Caldwell, Catawba, Iredell, Lincoln, Rutherford, Avery, Mitchell, Watauga, Wilkes and McDowell counties.
Massachusetts House Announces $110M Plan to Encourage TBED
Details on a $110 million initiative to create more jobs and stimulate the Massachusetts economy were released yesterday by Massachusetts House Speaker Tom Finneran and other state leaders. The initiative, Mass Jobs: Investment and Opportunity, is an innovation-friendly plan to streamline government functions and encourage growth in emerging technology through capital formation, regional development, and stability in regulation and taxation.
Mississippi Technology Alliance Releases Second Annual Innovation Index
The Mississippi Technology Alliance has released a second annual index focusing on the process of innovation, the links between innovation and technology-based economic development, and activities that government, academia and the private sector provide to support innovation and economic development.
