Cheryl Lyman, policy analyst with the State Science and Technology Institute, will be leaving SSTI today to accept a position with the Ohio Department of Commerce as its fiscal officer. Cheryl has worked with SSTI since its opening in 1996. We wish her well in her new position!
"Most Wired" Colleges and Universities Named
Yahoo! Internet Life magazine has named its 1999 list of the "100 most wired" colleges and universities. This is the third year in which the magazine has published the list. Listed in the top five are: Case Western Reserve University (OH); Massachusetts Institute of Technology; Wake Forest University (NC); the New Jersey Institute of Technology; and, Rensselaer Polytechnic Institute (NY).
SSTI Releases USIP Study of State SBIR Programs
A new report by SSTI finds that 48 states have some structured SBIR promotion or assistance effort underway. States spent $8 million in FY 1998 to promote involvement and encourage success in the federal SBIR program. These are among the findings reported in State and Federal Perspectives on the SBIR Program.
NEW RESOURCES FOR SOCIO-ECONOMIC DATA
Two new, free resources are available that provide access to statistical data that can be used for a wide variety of analytic processes, including impact assessment, regional measurement, strategic planning and program design.
DIGEST CELEBRATES #150 WITH READERS SURVEY
Last week's issue of the SSTI Weekly Digest was our 150th since beginning the publication on March 1, 1996. Since that time, the Digest has grown more sophisticated in its news coverage and value largely due to the input we receive from our readers. NASA CENTER RENAMED
NASA Lewis Research Center, located in Ohio, has been renamed the "John H. Glenn Research Center at Lewis Field" to honor the contributions John Glenn has made in American space history.

Massachusetts Technology Collaborative Releases Innovation Index
The Massachusetts Technology Collaborative (MTC) released its second annual Index of the Massachusetts Innovation Economy earlier this month. The report tracks 31 performance indicators and explores the implications of each indicator on the long-term growth and stability of the Massachusetts economy.
SSTI CONFERENCE A SUCCESS

NCIIA Supporting Higher Education Entrepreneurship
The National Collegiate Inventors and Innovators Alliance (NCIIA) seeks proposals that support innovation, invention, and entrepreneurship programs in U.S. colleges and universities. Through December 1999, NCIIA will award $400,000 in grants to faculty and students of member institutions. The next deadline is December 15, 1999.

Taratec Corp. To Prepare National S&T Indicators
Taratec Corporation of Columbus, Ohio has been awarded a $44,500 contract from the Department of Commerce's Office of Technology Policy (OTP) to prepare a report of science & technology indicators for all 50 states. The indicators are intended to assist Commerce in evaluating the impact and outcome of projects funded by the Experimental Program to Stimulate Competitive Technology (EPSCoT) as well as other OTP programmatic improvements.
Federal R&D Funding Out of Sync with Economy, MTC Finds
There is potential trouble ahead for R&D and those states with relatively low levels of federal support will be impacted most severely, according to the Massachusetts Technology Collaborative's Analysis of the Impact of FY 2000 Federal R&D Investment Scenarios on Economic Growth.
Local Technology Benchmarking Study Released
Preparation of S&T indicators on a local or regional level continues to increase. The Institute of Advanced Manufacturing Sciences, located in Cincinnati, Ohio, has released Cincinnati's Technology Benchmarking Study. The report compares the technology assets and performance of 24 urban areas across the U.S. using 17 indicators, then makes recommendations for strengthening Cincinnati's technology base. Correction for DOD SBIR Table
In last week's issue of the SSTI Weekly Digest, several of the state rankings for the number of awards received under the DOD SBIR 99.1 selections were incorrect. Following is a list of the states and their correct ranks: Florida was tied for 7th with New Jersey; New Hampshire was tied for 17th with Washington; Hawaii, North Carolina, District of Columbia and Utah were all tied for 23rd.
Cummings Joins SSTI Staff
Deborah Cummings has joined the staff of the State Science and Technology Institute as a Policy Analyst. Ms. Cummings prior work experience includes positions with the National Business Incubation Association and Ohio's Thomas Edison Program as the Edison Technology Incubator Coordinator. Study Examines Economic Impact of MIT-Related Companies
In what is touted as the first major national study of the economic impact of a research university, BankBoston recently reported on the economic impact of companies founded by graduates of the Massachusetts Institute of Technology (MIT). The report, MIT: The Impact of Innovation, "is a case study of the significant effect that research universities have on the economies of the nation and its 50 states."

Edison Centers Have $1.2 Billion Economic Impact
Ohio's Edison Technology Centers generated a direct economic impact for Ohio of more than $730 million from 1992 to 1995, according to a new study prepared by Battelle Memorial Institute for the Edison Centers. The seven Edison Centers are non-profit organizations that combine state, industry and academic resources to solve industrial problems and develop new technologies.

Personnel News & Position Available
We are sad to report that Matt Filner, a Policy Analyst with SSTI, has submitted his resignation effective October 18 to pursue his academic studies full-time. In addition to being a valued staff member of SSTI, Matt was a key participant in organizing the Colloquium at Airlie House and a vital contributor to Partnerships: A Compendium of State and Federal Cooperative Technology Programs. His dedication, persistence, and creativity will be sorely missed. We wish him well as he works toward his Ph.D.
