EDA Seeds $3M Growth Fund in Washington
A $1.46 million grant from the Economic Development Administration to the Sirti Foundation is making possible a $3 million loan fund to technology companies within a 10-county region of Eastern Washington. The program provides another example of the non-traditional use of EDA funds to support tech-based economic development strategies. In addition, the deal structure may serve as a model to help other public agencies encourage TBED activities typically outside the scope or possibility of many public entities.
Newest Advanced Technology Education Center Opens
The grand opening on April 9 of a new technology education center in the Seattle area marked a milestone for the National Science Foundation's (NSF) Advanced Technological Education (ATE) Program. The new Northwest Center for Emerging Technologies (NWCET) is the second major ATE center NSF has supported in the fields of information technology and telecommunications.
Future of Innovation Identified
Curious who will shape technological innovation in 21st century? Technology Review magazine has developed for the first time a list of the top 100 innovators under the age of 35.
The list, nicknamed the TR100, was compiled by a panel of 24 judges including 3 Nobel laureates, 2 university presidents, and representatives of scientific and research organizations, businesses, venture capitalists, and the media.

WSA (formerly the Washington Software Alliance) announced that Kathy Wilcox will step down as the organization's president and CEO at the end of 2006. Wilcox intends to work with for-profit and nonprofit businesses as an advisor on operations, business development, board structuring and fundraising.

Washington Boasts High Employment Growth
Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah.

Albany, New York
Health Reseach Inc., a branch of the New York State Department of Health, is looking to move its Pharmacogenomics Institute to a vacant laboratory in Rensselaer Technology Park, according to a recent article published in the Times Union. The 25,000-square-foot building that housed the Virogenics Corp., a vaccine-research company that left in 2000, has not been officially purchased. The state expects to lease the site when the Rensselaer County Industrial Development Agency closes on the purchase.

Governor's Budget Continues Washington's Efforts in STEM Education
Many of Washington's programs aimed at enhancing the skills of educators in science, technology, education, and mathematics (STEM) fields will continue to receive state support in the coming biennium under Gov. Election Preview: Voters to Decide on Statewide TBED Issues
While the Presidential election takes center stage on November 4, voters in several states also will cast their votes on statewide ballot issues affecting the TBED community. In addition to the 11 gubernatorial races and more than 5,800 state legislative seats up for grabs, voters across the nation will consider measures to provide funding for public education, expand investment in alternative and renewable energy, lift restrictions on stem-cell research, and eliminate income tax and state spending caps.

Massachusetts, Maine Innovation Indices Assess States' Readiness for the Economic Downturn
State governments are poised to play a vital role in the economic recovery through their use of federally-appropriated funds and through their internal policy responses to the global crisis. Several states are focusing on innovation as a means of recovery. Massachusetts and Maine both recently released the latest editions of their annual innovation indices.
