The National Institute of Standards and Technology's (NIST) Advanced Technology Program (ATP) has launched a new Internet website entitled the ATP Alliance Network. The website is designed to aid organizations interested in applying for an ATP Joint Venture award.

Ray Kammer Confirmed as NIST Director
Raymond Kammer was sworn in as eleventh director of the National Institute of Standards and Technology (NIST) on November 12. Kammer had been NIST's deputy director since 1993. Robert Hebner had been acting director of the agency since the position was vacated by Arati Prabhakar in March.

Tenth Baldrige Award Given to Four U.S. Companies
Two manufacturers - one for a second time - and two service firms have received the Malcolm Baldrige National Quality Award for their achievements in quality and business performance. The 1997 awards, announced by the Department of Commerce on October 15, went to 3M Dental Products Division, St. Paul, MN (manufacturing); Solectron Corp., Milpitas, CA (manufacturing); Merrill Lynch Credit Corp., Jacksonville, FL (service); and Xerox Business Services, Rochester, NY (service). New Advisory Board to Guide MEP; MEP Successes Highlighted
Eight industry and economic development leaders have been appointed to serve on the newly created Manufacturing Extension Partnership National Advisory Board. Meeting three times a year, the board will provide advice on MEP programs, plans and policies. The board will summarize its findings and recommendations to the Secretary of Commerce in an annual report.

NIST, OSTP Nominations Announced
President Clinton intends to nominate Ray Kammer to become the next director of the National Institute of Standards and Technology (NIST) and Duncan Moore as the Associate Director for Technology in the Office of Science and Technology Policy (OSTP). Maryland University-Industry Program Sees 74 Percent Boost in Funding

MEP to Help Small Manufacturers with Year 2000 Issues
The Manufacturing Extension Partnership (MEP) and its nationwide network of centers are stepping up efforts to help smaller manufacturers avoid being bitten by the "millennium bug." The Stamford, Conn.-based GartnerGroup, a leading authority on information technology issues, has reported that as of 1997, 88 percent of all companies with fewer than 2,000 employees had not yet started Year 2000 remediation projects.

Senate Appropriators Finally Concur on ATP Demise
Supporters of NIST's Advanced Technology Program (ATP) have weathered years of attempts by members of the House and the Bush Administration to eliminate the program, but this may be the biggest hurdle yet: The Senate Appropriations Committee approved language calling for the program's termination as part of the Department of Commerce fiscal year 2007 appropriations. Maryland TEDCO Tops VC List for Third Year in a Row
For the third year, the Maryland Technology Development Corporation (TEDCO) has been named the nations most active source of early-stage or angel capital. TEDCO leads the list of the 100 top venture capital firms, based on the quarterly MoneyTree survey published by PriceWaterhouseCoopers, Thomson Venture Economics and the National Venture Capital Association (NVCA). The 2005 list appears in the July issue of Entrepreneur magazine.
Study Finds Maryland Incubators Have Big Impact

(TEDCO), RESI (a regional economic studies institute at Towson University), and the Maryland Business Incubation Association (MBIA) presented on Thursday the results of the Maryland Incubator Impact Study — a first-of-its-kind study for the state by measuring the economic impact of Maryland's six public- and university-related high-tech business incubators on the state's economy.

Senate Says Community Tech Centers Should Stay in Education
The National Journal’s Technology Daily reported Wednesday that the Senate has approved an amendment to the Elementary and Secondary Education Act reauthorization bill (S.1) that would authorize up to $100 million for the Community Technology Centers program. The amendment, introduced by Senator Barbara Miluski of Maryland and passed by a 50-49 vote, also keeps the popular program within the Department of Education.

Maryland Creates Loan Program for Incubator Tenants
Maryland has a new program to provide loans to early stage technology-oriented companies that are affiliated with the incubation network, Governor Robert Ehrlich announced earlier this month. The $500,000 Working Capital Loan Fund, administered by the Maryland Technology Development Corporation (TEDCO), will offer low-interest, flexible term loans of between $15,000 and $50,000 to companies in underserved parts of Maryland.
