At first glance, the Baltimore-based Abell Foundation’s quiet contribution of almost $25 million over the past ten years to support local economic development may not raise much interest from state and federal technology-based economic development professionals across the country. However, the reaction might be different after learning that most of the investment was to emerging businesses in the form of venture capital.

The Foundation Center is an independent, nonprofit organization established in 1956 with the mission to “foster public understanding of the foundation field by collecting, organizing, analyzing, and disseminating information on foundations, corporate giving, and related subjects.” Audiences include grant seekers, grant makers, researchers, policymakers, the media, and the general public.

The Community Development Venture Capital Alliance (CDVCA) currently has three positions available: Investment Officer, Consulting Coordinator, and Director of Research & Training. 

Most of New York’s science and technology initiatives have been consolidated into the New York Office of Science, Technology, and Academic Research (NYSTAR), which has received an annual budget of $130.6 million as a result of the Jobs 2000 Plan or “J2K” signed by Governor George Pataki in mid-November.

The materials research and development programs of nine federal departments and agencies are available in a new report, The Federal Research and Development Program in Materials Science and Technology 1995. The report was developed as a guide for materials researchers in industry, government, and universities. The emphasis in the report is on R&D directly linked to industrial applications, particularly in the areas of aeronautics, automotive technology, electronics, environmental technology, and infrastructure.

The National Institute of Standards and Technology (NIST) is seeking candidates to fill the position of Associate Director for Regional Programs. Responsibilities will include the creation, planning, evaluation and maintenance of a national network of state and local technology assistance providers to develop and enhance their capabilities to meet the needs of small and medium sized manufacturers.

The Advanced Technology Program (ATP) of the National Institute for Standards and Technology (NIST) has announced a public meeting to bring together all ATP awardees of the ATP Tools for DNA Diagnostics program "to present an overview of the non-proprietary aspects of their research and development activities." Small and medium-sized manufacturers looking for assistance in solving technical and business problems now have improved access to the Manufacturing Extension Partnership (MEP). MEP is a nationwide network of locally managed centers in 42 states and Puerto Rico offering technical assistance to smaller manufacturers.

The National Institute of Standards and Technology's (NIST) Advanced Technology Program (ATP) has launched a new Internet website entitled the ATP Alliance Network. The website is designed to aid organizations interested in applying for an ATP Joint Venture award.

Dr. Rita R. Colwell, the current President of the University of Maryland Biotechnology Institute and former President of the American Association for the Advancement of Science (AAAS) and a former member of the National Science Board, has been nominated by President Clinton to serve as the next deputy director of the National Science Foundation.

Joseph Magno, the executive director of the New York State Science and Technology Foundation, has resigned his position. He has accepted a position with the State University of New York Research Foundation.

Raymond Kammer was sworn in as eleventh director of the National Institute of Standards and Technology (NIST) on November 12. Kammer had been NIST's deputy director since 1993. Robert Hebner had been acting director of the agency since the position was vacated by Arati Prabhakar in March.

The National Institute of Standards and Technology's Advanced Technology Program (ATP) is having a significant impact in accelerating the pace of technology development, according to a new study of 28 early ATP award winners.

Two manufacturers - one for a second time - and two service firms have received the Malcolm Baldrige National Quality Award for their achievements in quality and business performance. The 1997 awards, announced by the Department of Commerce on October 15, went to 3M Dental Products Division, St. Paul, MN (manufacturing); Solectron Corp., Milpitas, CA (manufacturing); Merrill Lynch Credit Corp., Jacksonville, FL (service); and Xerox Business Services, Rochester, NY (service). Solectron Corp.

Eight industry and economic development leaders have been appointed to serve on the newly created Manufacturing Extension Partnership National Advisory Board. Meeting three times a year, the board will provide advice on MEP programs, plans and policies. The board will summarize its findings and recommendations to the Secretary of Commerce in an annual report.

The board members are:

President Clinton intends to nominate Ray Kammer to become the next director of the National Institute of Standards and Technology (NIST) and Duncan Moore as the Associate Director for Technology in the Office of Science and Technology Policy (OSTP). Both appointments must be confirmed by the Senate.

Maryland General Assembly approval of a $1 million boost for the Maryland Industrial Partnerships (MIPS) Program, one of the nation's oldest continually run programs to support university-industry research projects leading to technology commercialization, marks a 74 percent increase above the $1.35 million program budget for 2006. The Manufacturing Extension Partnership (MEP) and its nationwide network of centers are stepping up efforts to help smaller manufacturers avoid being bitten by the "millennium bug." The Stamford, Conn.-based GartnerGroup, a leading authority on information technology issues, has reported that as of 1997, 88 percent of all companies with fewer than 2,000 employees had not yet started Year 2000 remediation projects.

1999 Baldrige Winners Announced

Two manufacturers and two service companies have been selected as winners of the 1999 Malcolm Baldrige National Quality Award, the nation's premier award for performance excellence and quality achievement. No award recipients were selected in the new education and health care categories.
