One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

The American science and technology workforce is undergoing a major demographic shift. A report issued last week by the National Science Foundation shows that more women are participating in university science and engineering (S&E) programs than ever before. The biannual NSF report, entitled Women, Minorities, and Persons With Disabilities in Science and Engineering, provides a broad overview of demographic trends within university S&E programs. In 2007, the report's overriding theme is that although U.S.

South Carolina Gov. Mark Sanford announced that his budget for fiscal year 2007-08 will include a request for $2 million to bring high-speed Internet access to rural parts of the state. This allocation from the state’s Capital Reserve Fund would be used to create a Rural Broadband fund to increase broadband penetration in underserved communities and is designed to boost economic development by providing Internet access to students, businesses and entrepreneurs.

 

The National Science Foundation (NSF) has released the 2005 statistics for science and engineering (S&E) doctorate awards. Ah, the difference positive revenue figures make for some states' tech-based economic development (TBED) portfolios! In mid-December, Virginia Gov. Mark Warner introduced an amended 2004-2006 biennial budget that is the most favorable yet during the Warner term for programs to promote economic growth through strategic investments in science and technology.

Three I's neatly sum up the 22 recommendations recently released by Maryland Governor Robert Erlich's Commission on Development of Advanced Technology Business — Investment, Innovation, and Image. The year-long study looked at the state's existing physical, financial and intellectual infrastructures to support the state's research and technology sectors, making specific recommendations in three groupings to foster continued growth.

The line was drawn in the sand a year ago. Some felt Virginia's Center for Innovative Technology (CIT), the Commonwealth's lead organization for science and technology, had been set up for failure in a partisan fight for limited public revenues. Like the rest of Virginia's economic development portfolio, CIT took a big hit in the budget cycle as Virginia dealt with a multibillion-dollar deficit in fiscal year 2003.

The National Science Foundation’s Division of Educational System Reform is funding cooperative agreements with 13 urban school districts: Birmingham, Chattanooga, Chicago, Fresno, Memphis, Miami, Minneapolis, Nashville, Newport News, Oklahoma City, Omaha, Pittsburgh, and Philadelphia to improve K-12 mathematics and technology education. The awards are aimed at districts that already have improvement programs in place.

The National Science Foundation (NSF) has recommended awards for 24 projects in communities around the country to help translate knowledge gained from basic research into new products, businesses and services, as well as to provide workforce education and training opportunities focused on innovation. Totaling more than $14 million, each averaging about $600,000 over two or three years, the first-ever Partnerships For Innovation (PFI) awards cover projects in 20 states and Puerto Rico.

This week, the National Science Foundation (NSF) announced the establishment of four new Materials Research Science and Engineering Centers (MRSECs) and two new Engineering Research Centers (ERCs).

The first $90 million has been awarded through NSF’s new program Information Technology Research (ITR) initiative. The goal of the program is to build US leadership in information technology (IT) through support of fundamental research and innovative applications of IT. The ITR program is designed to strengthen the nation’s IT knowledge base as well as the IT workforce.

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.

SSTI congratulates Tom Persons, president and CEO of the South Carolina Technology Alliance, for receiving the Individual Achievement Award from the Greater Columbia Chamber of Commerce.

Bill Badger announced he will resign as president and CEO of the Anne Arundel County Economic Development Corp. to take an executive position with M&T Bank.

Thomas Persons Sr., president and CEO of the South Carolina Technology Alliance, was appointed to the newly created South Carolina Venture Capital Authority.

One of the more interesting uses of funds from the national tobacco settlement with the states, Virginia officials announced a $12 million economic development and broadband technology infrastructure initiative to serve more than 25 towns, cities and counties of rural Virginia.

A new economic development council formed in South Carolina has been charged with two objectives: help reshape the state’s economy and raise its per-capita income. Members of the South Carolina Council on Competitiveness, a group of business, academia, government and economic development leaders, were announced earlier this month.

A new report from the Advanced Technology Program (ATP), A Toolkit for Evaluating Public R&D Investment, provides useful information to anyone interested in evaluating publicly-sponsored research and development (R&D) programs. While the report focuses on more than 40 evaluations that have been performed for ATP, it offers one of the most comprehensive and understandable overviews of evaluation methods and applying those approaches.
