Virginia could capitalize on its strong energy R&D foundation of universities, federal laboratories and businesses through coordination among research activities and by creating a consistent funding stream for federal R&D funding and technology commercialization, finds a new state energy plan released last week.

 

Measuring the strength of a state or region’s economy, particularly the elements related to tech-based economic development, is a tricky but vital tool for developing and updating TBED policies. Several challenges present themselves when deciding what information to present on the elements of the innovation system and assessing the region’s health and performance relative to appropriate surrogates.

 

Over the last 10 years, the State of Maine has invested more than $296 million into R&D – an impressive figure for a state with an average population over the decade of just over 1.3 million people. In approving a mid-decade injection of funds, the state’s legislature skeptically or wisely asked the executive branch to periodically conduct independent assessments of whether or not the investment is worthwhile.

The American science and technology workforce is undergoing a major demographic shift. E. Dana Dickens announced he will step down from the Suffolk City Council (Va.) to become president of the Hampton Roads Partnership, a group promoting economic development in the region.

The vast majority of the nation's four million science and engineering (S&E) occupations are held by individuals with a bachelor's degree education or higher; however, a surprising 22 percent - 1.036 million - are not, according to a National Science Foundation (NSF) InfoBrief released last week.

Janet Yancey-Wrona, director of the Maine Technology Institute (MTI), has been named the Governor's Science and Technology Advisor and the first Director of Innovation for the Maine Department of Economic and Community Development. Like many low-population states that cannot benefit from tax revenues from oil and gas exploitation such as Wyoming and Alaska, Rhode Island must leverage its existing university and industry research capabilities more fully and encourage more private investment activity, according to the five initial recommendations of the Rhode Island Science & Technology Advisory Council (STAC).

Betsy Biemann will be the new director of the Maine Technology Institute, pending legislative confirmation in January. Biemann currently serves as an associate director at The Rockefeller Foundation.

Jan Griffen has accepted the position of Director of Contracts for the National Institute of Aerospace. Griffen was formerly the director of federal programs for the Virginia Center for Innovative Technology.

Eugene Huang will replace Virginia Secretary of Technology George Newstrom, who is resigning after two years in the position.

Laurie Lachance recently was named the next president of the Maine Development Foundation, Maine's economic development policy organization. Lachance is a former economist for the Maine State Planning Office.

The need for programs to encourage science, math and technology education (SMET) among most minority groups becomes evident when one consider the nation’s need for a high skilled workforce, the growing portion of the total population divided among minority groups, and the low percentage most minorities represent of science and engineering professionals.

Seven grants totaling nearly $4.76 million will help Southwest Virginia achieve greater high-speed bandwidth access by enabling deployment of fiber optic cable throughout much of the region. The Tobacco Indemnification and Community Revitalization Commission awarded the grants, including $2.03 million via five grants to Bristol Virginia Utilities (BVU). The balance of the funds was distributed between the Cumberland Plateau and Lenowisco planning district commissions.

Maine Governor John Baldacci has nominated one of his senior policy advisors, Jack Cashman, to become Commissioner of the state Department of Economic and Community Development. Cashman formerly served as a Democratic state representative from Old Town.

Providence was listed among the top 50 cities in the U.S. in which to do business in a June issue of Forbes Magazine. Now, a new initiative to jumpstart economic development in the Rhode Island capital is aimed at solidifying the ranking.

The Virginia Institute for Defense and Homeland Security has named Hugh Montgomery, Jr. as the consortium's first director, effective July 1.

Katherine O'Dea has been named executive director of the Rhode Island Technology Council.

Rhode Island, like nearly every state in the country, is facing a projected budget deficit in FY 2004. To deal with a $175 million or 6.6 percent shortfall, 21 agencies are facing budget reductions in Governor Don Carcieri's first budget request to the Rhode Island General Assembly. However, demonstrating his commitment to "make strategic investments to promote job growth," Gov. Carcieri calls for increased support for several tech-based economic development initiatives.
