Peter Jobse has been named executive vice president and chief operating officer of Virginia's Center for Innovative Technology.

The National Science Foundation (NSF) recently announced 24 awards under the new Math and Science Partnership (MSP) Program — an anticipated investment of $240 million over five years in projects to improve the achievement of K-12 students in science and mathematics. The Department of Education is an NSF partner in this effort, co-funding two projects involving state education agencies.

The future of Virginia's Center for Innovative Technology (CIT) became clearer on Wednesday with Governor Mark Warner's release of Commonwealth of Virginia Strategic Plan for Technology for 2002-2006. CIT has a lead position for half of the eight initiatives outlined in the 129-page document.

Highlights of "One Virginia," CIT's portion of the plan, call for:

American K-12 students are becoming less and less interested in math, science and technology fields. Recent studies reveal that students are increasingly dropping science and math classes and pursuing careers in the arts and social services. Since national and regional competitiveness in high-tech fields depends on a skilled labor market, fueled by college graduates in STEM (science, technology, engineering and math) fields, many areas are attempting to generate more interest in these subjects.

Synthetic biology, quality of life technologies, fluid power, mid-infrared technologies, and structured organic composites are the five technology areas supported through the new Engineering Research Centers (ERCs) awards announced by the National Science Foundation (NSF). The centers will share $75.3 million to develop cross-disciplinary research programs advancing technologies that address major societal problems and provide the basis for new industries.

With an eye toward easing traffic congestion, air pollution, and distributing employment opportunities more widely around Virginia, Gov. Timothy Kaine has created an Office of Telework Promotion and Broadband Assistance. The Office will encourage and promote telework activities for public and private employers, and work to advance innovative models that expedite the deployment of "last-mile" broadband technologies throughout the Commonwealth.

The National Science Foundation (NSF) has awarded a total of $76 million over the next five years to fund multi-university collaborations to support four cross-disciplinary centers to address fundamental questions in the areas of next-generation polymers, climate modeling, microbial oceanography and coastal environments.

The recently released Economic Development Strategic Plan for the Commonwealth of Virginia includes measurable benchmarks to gauge the building blocks for economic development. As required by legislation, each of Virginia's governors must establish an Economic Development Strategic Plan within his first year in office. If the most important jobs of the future will be connected to science and engineering disciplines, then, the current thinking goes, the U.S. needs to have more scientists and engineers in its future workforce. To achieve this, more emphasis needs to be placed on science, technology, engineering and mathematics (STEM) curricula, beginning with math and science education in the K-12 experience.

Increasing and modernizing university research capacity is a priority for many states. Contrary to programmatic or operational appropriations being required annually, funding for such construction projects can be phased over decades as part of a state's larger capital budget/bond programs. Anne Armstrong, president of Virginia's Center for Innovative Technology since 1999, has resigned from the position effective the end of this month. Virginia Secretary of Technology George C. Newstrom will serve as Interim President during a search for a new president.

Robert Templin, Jr., has been named the new president of Northern Virginia Community College, effective August 17. Templin, currently a senior fellow at the Morino Institute, was a previous president of Virginia' Center for Innovative Technology.
