ASME is seeking a Project Manager responsible for the research, planning, launch and growth of strategic initiatives in the areas of industry relations/corporate services and young engineers. The individual will play a key role in the project management of strategic initiatives to help meet the priority objectives of the ASME Board of Governors.

One of the recurring issues in many states for financing centers as part of their tech-based economic development portfolio is whether or not the organizations resulting from the multi-year, multimillion grants should become financially self sufficient at the end of the grant term.

Angie Dvorak, vice president of research and economic development for the University of Southern Mississippi, is becoming president of the university's research foundation.

Utah State University named J. Michael Brooks as director of its Innovation Campus. He will also serve as associate vice president for research and economic development, beginning Sept. 20.

Merideth Andreucci has succeeded Michael Wilton as president of the USA Niagara Development Corp. Wilton was nominated by Governor George Pataki to serve as President of the New York State Higher Education Services Corp.

State Partnership with Texas Instrument Yields $3B Investment

From the outsider's perspective, it could be analogous to a world wrestling prize fight, except the punches and stakes are real. Two big, proud states wrestling for dominance in one lucrative industry — semiconductors.

In these tight state fiscal times, many government functions would view level funding with the previous year as very good news. Since tech-based economic development (TBED) programs are investments toward economic prosperity, conventional wisdom would hold that legislatures would shield these types of investments from deep cuts.

Community buy-in to building a technology-based economy is vital for TBED success. Establishing a strong private sector commitment to science and technology can make a significant difference, particularly as elected officials are deciding what to cut or trim from the budget. TBED organizations use different approaches to get the buy-in. In states such as Massachusetts (see story in this Digest), the top-down direction from the Governor could provide the group critical access.

Although their courses of action may differ, competing proposals sponsored by the New York State Senate and Assembly would seem to have the same goal — create jobs, support small businesses, and transform the state's manufacturing sector.

Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Andrea Lohneiss, community development director for Riverhead, N.Y., is leaving to become Suffolk County's commissioner of economic development.

Dr. Russell Bessette has been appointed to the Federal Homeland Security Science and Technology Committee. Dr. Bessette currently is the executive director of the New York Office of Science, Technology and Academic Research (NYSTAR).
