State universities and research programs depend on public support to develop and commercialize new technologies, but the actual science involved in these discoveries can seem intimidating and arcane to the layman. How then should a state go about engaging the public in scientific research?

 

In his inaugural address last week, Vermont Gov. Jim Douglas announced a four-part plan to bolster research and high-tech economic development. The governor’s Vermont Way Forward strategy would promote high-tech business, particularly in the state’s emerging environmental engineering industry. In addition, the strategy includes a plan to make Vermont what the governor says would be the country’s first “e-state,” one in which universal access to broadband and wireless technology are available anywhere within the state’s borders.

Most of the nation's governors use the winter months to publicly lay out their agendas, visions and budget requests for the coming year. The text of State of the State Addresses, Budget Messages and, to a lesser extent, Inaugural Addresses, often reveals each governor's legislative priorities and new initiatives to be pursued over the coming months.

The city of Montpelier, Vt., will soon join the ranks of other high-tech cities as it prepares to implement its first Wi-Fi “hotzone” in the central downtown area. North Dakota Governor John Hoeven dedicated the lion's share of his State of the State Address to promoting a vision of economic growth for the state based entirely on technology-based economic development. The proposals centered on more than a dozen new university-based Centers of Excellence and new tax credits.

Janice St. Onge has resigned from the Vermont Department of Economic Development to pursue career opportunities at the University of Vermont. St. Onge, whose resignation is effective Jan. 30, served for four years as the state's technology business development director.

In the final week of its 2003 Legislative Session, the North Dakota State Legislature passed sweeping legislation that favors tech-based economic development in the state. The Greater North Dakota Association (GNDA), serving as the state's Chamber of Commerce, subsequently issued a summary of those bills targeted toward job growth. The Grand Forks Region Economic Development Corp. has named Klaus Thiessen as its new president.

Tim Rubald, interim executive director of the Nevada Commission on Economic Development, was appointed to the position on a permanent basis.

Vermont’s high-tech businesses now can take advantage of new tax credits with Governor Howard Dean, M.D.’s signature on H. 239. The bill creates a set of five incentives for high-tech businesses in industries including computer hardware or software, information and communications, microelectronics, semiconductors, digital communications, medical devices, energy technologies and electric vehicles.

Kevin Dorn has been named secretary of the Vermont Agency of Commerce and Community Development by Gov.-elect Jim Douglas.

To build the state’s economy and create opportunity, North Dakota Governor John Hoeven is launching Smart Growth, a host of programs linking education, job creation and career development to build the state’s economy and communities. The Governor announced his plan with release of the 2003-2005 executive budget.

Molly Lambert, secretary of the Vermont Agency of Commerce and Community Development since 1998, is resigning July 1 to become head of the Vermont Captive Insurance Association. The Agency is comprised of the Departments of Economic Development, Tourism and Marketing, and Housing and Community Affairs.

The U.S. Small Business Administration has named Heath Copp as the Young Entrepreneur of the Year. Mr. Copp, 24, is a resident of Grand Forks, North Dakota.
