At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.

Bill Richardson, Governor-elect of New Mexico, has named Rick Homans as secretary of the state's Economic Development Department.

Randy Goldsmith resigned as President & CEO of the Oklahoma Technology Development Corp to assume the role of President and CEO of the San Antonio Technology Accelerator Initiative.

Several state and regional economic development strategies have been released this summer. All recognize the important role of research, science and technology in building tech-based economies. Two states are highlighted this week. 

In the last days of a special legislative session, the New Mexico Legislature unanimously passed two technology tax credit bills. Entitled the “Technology Jobs Tax Credit Act” and the “Laboratory Partnership with Small Business Tax Credit Act,” these measures are intended to assist New Mexico’s technology-based businesses with the development of increased research investments and laboratory partnerships, especially in rural areas.

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

The Oklahoma Center for the Advancement of Science and Technology has named Sheri Stickley interim executive director, following the resignation of William Sibley.

New Mexico Firms Would Receive $30M in Venture Funding

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

To help small businesses participate fully in the expected e-commerce revolution, Senator Bingaman (D-NM) has introduced legislation to create a national e-commerce extension program. Senators Rockefeller (D-WVa), Snowe (R-ME) and Mikulski (D-MD) are co-sponsors of the bill, S. 1494.

The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

Sigfried Hecker, the director of Los Alamos National Laboratory, announced that he is stepping aside in order to participate more closely in scientific collaboration between US and Russian researchers. Hecker has headed Los Alamos since 1986.

Bill Sibley has been named as President of the Oklahoma Center for the Advancement of Science and Technology. Mike Irby, who has been serving as Acting President for OCAST, will be retiring at the end of the year.
