Each year, Southern Growth Policies Board honors Southern initiatives that are improving the quality of life in the region through its Innovator Awards. The Awards are presented annually to one organization in each of Southern Growth’s member states ­ Alabama, Arkansas, Georgia, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Virginia and West Virginia.

Former New Mexico Gov. Garrey Carruthers (1987-1990) has been named vice provost for economic development at New Mexico State University.

Southern states may have a justifiable reason to be proud of their progress in technology and innovation, but their leaders should be concerned with the lack of investment in venture capital and industrial research and development (R&D), suggests a report released last month by Southern Growth Policies Board and the Southern Technology Council (STC).

Larry Willard, president of the University of New Mexico Board of Regents, is leaving the position to become chairman of the New Mexico Economic Development Corp.

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Most of the initiatives were included in the economic development agenda Gov. Richardson outlined during his first State of the State address in January. They are:

The Association of University Research Parks has recognized Sandia National Laboratories for the 2003 Excellence in Technology Transfer Award. Over the past five years, Sandia has participated in 183 new cooperative research and development agreements with industry partners to jointly develop technology that is incorporated into commercial products.

Randy Burge has announced his resignation as director of the New Mexico Department of Economic Development's Office of Science and Technology. Mike Orshan will serve as acting director beginning Sept. 29.

With a combined annual research budget totaling $4.8 billion, New Mexico's 12 largest research facilities signed a Memorandum of Agreement on May 30 to help turn intellectual property into jobs for New Mexicans. Members of the newly formed New Mexico Technology Research Corridor (TRC) include:

Noreen Scott, former economic development division director for the New Mexico Department of Economic Development, is the executive director for the Rio Rancho Economic Development Corp.

As states and communities consider how to build a tech-based economy, the prospects of centering efforts around hydrogen fuel cell technology has become an increasingly appealing option. Fuel cells may have huge implications for the future, and the technology already is the focus of some states' multi-billion economic development strategies.

Gov. Bill Richardson has appointed his chief of staff, David Harris, to serve as executive director of the New Mexico Finance Authority.

New and re-elected Governors gave inaugural addresses in Alabama, Oklahoma, Pennsylvania, South Dakota, Tennessee and Texas during the past 10 days. Additionally, State of the State addresses were made in Hawaii, Montana, Nevada, New Mexico, Ohio, South Carolina, South Dakota and Utah. The Southern Innovation Index, a strategic plan created with the governments of 13 Southern states and Puerto Rico to promote innovation, entrepreneurship and economic growth in the South, has been released by the Southern Growth Policies Board, a bipartisan public policy group based in Research Triangle Park, North Carolina.

At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.

Bill Richardson, Governor-elect of New Mexico, has named Rick Homans as secretary of the state's Economic Development Department.

An historic, five-year reauthorization bill for the Appalachian Regional Commission (ARC) awaits only the President's signature after being approved Tuesday by Congress.



President Bush is expected to sign the legislation into law, making the reauthorization of ARC the longest in its history and only the second congressional reauthorization of the agency since the Carter Administration.

In an economy driven increasingly by computer literacy and connectivity, leading the nation in the percentage of households not connected to the Internet is a distinction many in the South are working to eliminate. One South, Digitally Divided, the second annual TelecomSouth conference of the Southern Technology Council (STC), and its accompanying report Creating the CyberSouth are efforts in that direction.

Several state and regional economic development strategies have been released this summer. All recognize the important role of research, science and technology in building tech-based economies. Two states are highlighted this week. 

The Kenan Institute for Engineering, Technology & Science is providing the Southern Technology Council (STC) $150,000 in matching funds over three years to help Southern states increase innovation-driven economic development. A major element of the initiative is annual benchmarking of each state's progress in agreed-upon categories, including: industrial composition, entrepreneurial development, globalization, and human resources.

In the last days of a special legislative session, the New Mexico Legislature unanimously passed two technology tax credit bills. Entitled the “Technology Jobs Tax Credit Act” and the “Laboratory Partnership with Small Business Tax Credit Act,” these measures are intended to assist New Mexico’s technology-based businesses with the development of increased research investments and laboratory partnerships, especially in rural areas.

New Mexico Firms Would Receive $30M in Venture Funding

To help small businesses participate fully in the expected e-commerce revolution, Senator Bingaman (D-NM) has introduced legislation to create a national e-commerce extension program. Senators Rockefeller (D-WVa), Snowe (R-ME) and Mikulski (D-MD) are co-sponsors of the bill, S. 1494.

Sigfried Hecker, the director of Los Alamos National Laboratory, announced that he is stepping aside in order to participate more closely in scientific collaboration between US and Russian researchers. Hecker has headed Los Alamos since 1986.

Promoting the policies and harnessing the habits that will make innovation central to a Southern way of life requires a fundamental shift in the approach to knowledge itself, says the latest report by the Southern Growth Policies Board.



The report, Innovation with a Southern Accent: The 2006 Report on the Future of the South, offers recommendations for 13 states and Puerto Rico to transition the region into a more knowledgeable, innovative and prosperous South.
