Due to the Christmas and New Year's Day holidays, the next issue of the SSTI Weekly Digest will be published during the week of Jan. 8, 2007. Publication of the Funding Supplement also will resume in January, following this week's issue (Dec. 18, due out by Thursday).

A ballot initiative designed to bolster the Ohio economy and create jobs by continuing the state’s public works infrastructure program and supporting the commercialization of science and technology-based research was announced last week by Gov. Bob Taft and other legislative leaders. The initiative, to appear on the Nov.

States such as Oklahoma must leverage scarce resources if they hope to attract top scientists, stimulate development, and achieve measurable economic impact, says the latest impact report from the Oklahoma Center for the Advancement of Science and Technology (OCAST).

On the final day of March, Gov. Brad Henry signed legislation establishing a $475 million bond issue for a slate of higher education projects, much of which targets research and laboratory facilities. The Oklahoma Higher Education Promise of Excellence Act of 2005, which the governor called "desperately needed," was one of his top legislative priorities for the year (see the Feb. 7, 2005, issue of the Digest).

The University of Toledo and its partners are seeking a director for the Toledo Science and Technology Corridor. The Corridor is an initiative to enhance the region's innovation-based economy through investments that promote linkages and collaboration among academic institutions, business industries and government entities.

Galynn Beer succeeds Johnny Roy as the new chairman of the board of the Oklahoma Center for the Advancement of Science and Technology.

The University of Cincinnati has appointed Anne Chasser to serve as associate vice president for technology transfer and commercialization in the school's Office of Research.

Deborah Cummings has joined the staff of the State Science and Technology Institute as a Policy Analyst. Ms. Cummings prior work experience includes positions with the National Business Incubation Association and Ohio's Thomas Edison Program as the Edison Technology Incubator Coordinator. In a continuing effort to improve the services the State Science and Technology Institute provides to its users, SSTI has made changes to its World Wide Web home page and the SSTI Weekly Digest.

Ohio's Edison Technology Centers generated a direct economic impact for Ohio of more than $730 million from 1992 to 1995, according to a new study prepared by Battelle Memorial Institute for the Edison Centers. The seven Edison Centers are non-profit organizations that combine state, industry and academic resources to solve industrial problems and develop new technologies.

The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

We are sad to report that Matt Filner, a Policy Analyst with SSTI, has submitted his resignation effective October 18 to pursue his academic studies full-time. In addition to being a valued staff member of SSTI, Matt was a key participant in organizing the Colloquium at Airlie House and a vital contributor to Partnerships: A Compendium of State and Federal Cooperative Technology Programs. His dedication, persistence, and creativity will be sorely missed. We wish him well as he works toward his Ph.D.

Nearly $300 Million Tagged for TBED
It took moving into a special session and negotiating a late deal between lawmakers and Gov. Brad Henry last week for the Oklahoma legislature to pass several bills related to the state's budget for fiscal year 2007, which begins this weekend.

SSTI, a growing nonprofit organization serving the nation's tech-based economic development (TBED) community, seeks a policy analyst to research and prepare reports, articles and papers on TBED and assist with SSTI events. Excellent research abilities, strong writing and verbal skills and solid understanding of government are required. Candidates must have ability to work independently or as part of a committed team and be dedicated to creating a quality product.

This week's Funding Supplement will be sent on Thursday, June 29. With the Fourth of July holiday, neither the SSTI Weekly Digest or Funding Supplement will be published next week.

As the authors of the recent Swedish report, The Internationalization of Corporate R&D, pointed out, industrial R&D may increasingly be found concentrated around public and private research institutions with strong research capabilities related to the specific corporation's interests.

We welcome our first SSTI-Kauffman Interns: Cathleen McComas and Nakisha Fouch. Cathleen is a graduate student in public policy and management. Nakisha is pursuing her bachelor's degree in economics. The State Science and Technology Institute has launched its home page on the World Wide Web. The site serves as a one-stop resource for cooperative technology program managers. The site provides information on SSTI activities including information services and research.

Seed Capital Venture Fund Manager
