Collaboration and partnership among public, private, and non-profit entities have taken on a renewed urgency as states and localities seek quick and cost effective methods to cultivate the necessary environment to foster and support technology-based economies.

We try hard to be objective in the SSTI Weekly Digest and to present information without editorializing. This is one of the rare instances that we will not even attempt to be objective. We have several items involving SSTI to report:

According to a new report by a public-private collaborative project called Ecom-Ohio, Ohio lags many others in the “Net” Economy. The group draws attention to the state’s digital divide among certain population groups and laments slow Internet adoption in small and medium-sized businesses and a lack of public incentives and investment to help correct the situation.

The National Science Foundation has released two statistical reports that present several science and engineering statistics by state: 

One of the more interesting uses of funds from the national tobacco settlement with the states, Virginia officials announced a $12 million economic development and broadband technology infrastructure initiative to serve more than 25 towns, cities and counties of rural Virginia.

Baiju Shah is the new president of the Cleveland's BioEnterprise Corp., succeeding Matt Jennings.

SSTI is excited to announce the addition of two new policy analysts to its staff. Rich Healy is an economic geographer formerly with the Columbus-based engineering and architecture firm Burgess & Niple. Heidi Findley served as press secretary to former Ohio Governor Richard Celeste for several years and, prior to that, as assistant deputy director for the Ohio Department of Development's Division of Technological Innovation.

Robert Templin, Jr., has been named the new president of Northern Virginia Community College, effective August 17. Templin, currently a senior fellow at the Morino Institute, was a previous president of Virginia' Center for Innovative Technology.

Virginia is one of the most connected states in the country with 5.19 million access lines, 2.76 million wireless telephone subscribers and 218,808 high-speed lines, according to a report issued by Virginia’s Center for Innovative Technology (CIT).

SSTI extends a friendly reminder there is still time for readers to complete the 2002 SSTI Weekly Digest survey. As mentioned in a separate e-mail earlier this week, the survey results help us determine the editorial direction and content of future Digest issues.

Ohio's investment in technology-based economic development will top $50 million in FY 2000 as a result of the biennial budget passed by the Ohio General Assembly this week. Spending for the programs will grow nearly 35 percent from $40.4 million in FY 1999 to $54.4 million in FY 2000.

The National Science Foundation's Directorate for Education and Human Resources has released A Report on the Evaluation of the National Science Foundation's Experimental Program to Stimulate Competitive Research. The report (NSF 99-115) was prepared under contract by the COSMOS Corporation.

The National Science Foundation's (NSF) Directorate for Mathematical and Physical Sciences Division of Materials Research has announced that approximately $22 million will be awarded in FY 2000 for grants to support 10-15 Materials Research Science and Engineering Centers (MRSECs).

The State Science and Technology Institute (SSTI) is seeking a Policy Analyst. The Institute serves as a resource center for initiatives in all 50 states that encourage technology-based economic development.

Virginia's Center for Innovative Technology is seeking a new President and Chief Executive Officer. The CIT president's primary responsibility will be to assist the Secretary of Technology in implementing the Commonwealth's technology strategy by developing and directing CIT's key role in the strategy. Applications are due by June 22, 1999.

The Environmental Protection Agency and the National Science Foundation have announced approximately $5 million will be awarded in FY 2000 for grants to support research toward "Technology for a Sustainable Environment."

Entities eligible to submit proposals include universities and not-for-profit institutions. The agencies anticipate making 20 grant awards for the solicitation in January 2000. Proposals are due July 26, 1999.

Cheryl Lyman, policy analyst with the State Science and Technology Institute, will be leaving SSTI today to accept a position with the Ohio Department of Commerce as its fiscal officer. Cheryl has worked with SSTI since its opening in 1996. We wish her well in her new position!

Robert Templin, president of Virginia's Center for Innovative Technology (CIT), has resigned. Wolfgang Tolle, managing director, has been named acting president. Patsy Brown, CIT's director of public affairs, also has left CIT.

Kate Latta Hoffher, senior public affairs specialist with the National Science Foundation's Office of Legislative and Public Affairs, is on detail to NSF's Experimental Program to Stimulate Competitive Research (EPSCoR) until the end of July.

A new report by SSTI finds that 48 states have some structured SBIR promotion or assistance effort underway. States spent $8 million in FY 1998 to promote involvement and encourage success in the federal SBIR program. These are among the findings reported in State and Federal Perspectives on the SBIR Program.

NASA Lewis Research Center, located in Ohio, has been renamed the "John H. Glenn Research Center at Lewis Field" to honor the contributions John Glenn has made in American space history.
